Officer, (805) 275-9468. The Air Force Flight Test Center (AFFTC) is
seeking sources for two Radar Target Generators (RTGs): one system will
become part of the Avionics Test and Integration Complex (ATIC), AFFTC,
Edwards AFB, CA while a second system will become part of the Air
Combat Environment Test and Evaluation Facility, Naval Air Warfare
Center-Aircraft Division, Patuxent River NAS, MD. A list of reference
documents available in the RTG library, may be accessed by dialing the
Edwards electronic bulletin board (EBB) at (805) 277-4519. The
previous synopsis published in Mar 96 can also be found on the EBB. The
library contains a preliminary version of the RTG performance
specification. Industry is encouraged to respond with comments to the
document. You may fax a request to visit the RTG library to (805)
275-7112. The contractor will be required to design, develop,
fabricate, assemble, integrate, deliver, install, test, and support the
RTG systems. The contractor will also be required to provide operations
and maintenance training, and engineering support after system
acceptance, however, the RTG contractor will not be expected to provide
long-term operation and maintenance support. The following security
requirements are contemplated: Secret facility clearance with
safeguarding at the Secret level to include Special Access Information.
A contractor under Foreign Ownership, Control or Influence (FOCI) may
not be awarded a prime contract for the RTG. Prime contractors should
have the following capabilities: RTG engineering, integration,
fabrication, installation, and test, threat signal verification and
validation, airborne radar system knowledge, real-time simulation
systems, and, the capability to develop software at a level equivalent
to Maturity Level 3 of the Software Engineering Institute's Capability
Maturity Model. Small business prime contractors possessing the
capability to perform the requested work are invited to submit a
summary of their capability and descriptive literature addressing the
above technical areas by 30 May 96. The statement of capability shall
be limited to 10 pages and should include relevant background and
experience. Also, provide your business size and type of business
(e.g., SB, 8(a), LB, WOB, etc.). Depending on responses, this contract
may be set-aside for SB, reserved for the 8(a) program or issued as a
full and open competition. Submit written information for the market
survey and any comments on the RTG specification to Stacie
Wells/AFFTC/PKAB, 5 S. Wolfe Ave., Edwards AFB, CA 93524-1185. NOTE:
Firms planning to participate under a subcontract arrangement to a
prime need not submit a capability summary. This invitation is intended
for firms that have the capability and intend to propose as prime
contractors. This synopsis is for information and planning purposes
only and does not constitute a solicitation for bid or proposal. It
should not be construed as a commitment by the Government. The Standard
Industrial Classification (SIC) Code is 3812; size standard is 750
employees. The Government does not intend to pay for any information
provided under this synopsis. In order to communicate concerns, issues,
and recommendations from offerors or potential offerors during the
proposal development phase of this acquisition to the appropriate
government personnel, an Ombudsman has been appointed. Interested
parties may contact the Ombudsman, Mr. David Stocking at (805)
277-3900, ext. 2203. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
process. To provide all interested parties a full and equal opportunity
to RTG information, you are encouraged to attend an Information to
Industry Conference which will include a tour of the ATIC facilities.
The conference is tentatively planned for 13 Jun 96 at the AFFTC. To
participate in the conference, submit the name, SSN, and clearance
level for each company representative to the Contracting Officer by 23
May 96. A maximum of four representatives from each company will be
accommodated for the conference. Private discussions with interested
contractors are not being conducted at this time. The following
estimated program milestones are provided to assist interested parties
in planning for the RTG program: Open RTG Technical Library: 5 Apr 96,
Information to Industry Conference and Tour: 12 Jun 96, Incremental
release of Draft RFP Documents: Apr-Jul 96, Complete Draft RFP Released
to Industry: Aug 96, Presolicitation Conference: Oct 96, Final RFP
