National Institute of Standards and Technology (NIST) has a requirement
for research to be conducted regarding the performance of electrical
life-line systems during earthquakes, and for guides for improvement to
be developed based upon the knowledge gained. The contractor shall
focus in the areas of the response of power systems substations,
emergency power systems, and potential effects of ground motion
variations at substations on design and testing standards. The period
of performance shall be for 9 months after award of contract. It is the
intent of the Government to negotiate with the American Society of
Civil Engineers (ASCE), in accordance with 41 U.S.C. 253 (c)(1), as
being the only responsible source able to satisfy the requirement of
this agency. ASCE's Technical Council for Lifeline Earthquake
Engineering (TCLEE) is an internationally recognized organization,
which has participated in numerous postearthquake studies to evaluate
the performance of various lifeline systems. The information gathered
by their researchers over the years, and contained in their databases,
is unique and extremely valuable, and will allow NIST to fulfil its
