C -- DESIGN OF THE CANUTILLO WATER/WASTEWATER SYSTEM UPGRADE, CANUTILLO, TEXAS SOL DACW47-96-R-0024 DUE 061796 POC Contract Specialist Linda J. Anderson (505) 342-3451 (Site Code DACA47) R - 1. CONTRACT INFORMATION: A firm fixed price contract will be awarded for the design of the Canutillo Water / Wastewater Upgrade. This Contract will be procured in accordance with Pl 92-582 (Brooks A-E Act) and FAR Part 36. The work will include preparation of Concept, Preliminary, and Final Design documents and Construction Bid documents. This procurement is unrestricted. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. In accordance with Public Law 95-707, large business firms are reminded that a subcontracting plan will be required which provides for subcontracting work to small and small disadvantaged firms to the maximum extent practicable. If any of the work is to be subcontracted, the Albuquerque District goal is for 60% of the total subcontracted dollars to go to small business with 10% and 5% of those dollars going to small disadvantaged business and woman- owned business, respectively. The anticipated design contract award date is October 1996 and the anticipated design completion date is July 1997. This project is not fully funded for design and is subject to the availability of appropriated funding. 2. PROJECT INFORMATION: The project includes an addition to an existing water distribution system and construction of a new wastewater collection system in the unincorporated Colonia of Canutillo, which is located outside the El Paso city limits. The project includes approximately 43,000 LF of water distribution lines, with valves, hydrants, and associated pavement repairs. The project also includes approximately 89,000 LF of gravity sanitary sewer line and approximately 1250 LF of force main with lift stations. Project includes associated service connections, manholes and pavement and unpaved roadway restoration. A-E responsibilities include design, geotechnical investigations (as required), coordination with state and local utility management personnel, and reconnaissance work to establish design parameters and route selection. A-E shall identify real estate acquisition requirements, accomplish metes and bounds surveys, legal descriptions, and assessment/appraisals as required. Necessary topographic mapping and utility surveys for design will also be required. This project will not require the use of Corps of Engineer criteria. The A-E shall ensure that the water and sewer designs meet Texas Natural Resources Conservation Commission (TNRCC), Texas Water Development Board (TWDB) and El Paso Water Utilities Public Service Board (EPWU) requirements. The A-E responsibilities will include all necessary tasks to complete environmental compliance documentation (ie., National Environmental Policy Act, Endangered Species Act, and National Historic Preservation Act). The successful firm will be required to prepare, for the EPWU, all permits necessary for the construction of the project. The estimated construction cost for this project is between 5 and 10 million dollars. 3. SELECTION CRITERIA: See Note 24 for the general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A through E are primary. Criteria F through H are secondary and will be used as ''tie-breakers'' among technically qualified firms. (A) Professional Qualifications; (1) The firm must be able to provide registered professional engineers in the State of Texas for the following positions: project management, civil engineer, and geotechnical engineer. (2) The firm must be able to provide a cost estimator with experience in water distribution/waste collection systems. (3) The firm must be able to provide a land surveyor registered in the State of Texas. (4) The project manager must have experience managing design of water and wastewater distribution/collection projects; (5) The civil engineer(s) must have experience designing water distribution systems and wastewater collection systems. (6) The civil engineer(s) must be familiar with Texas Water Development Board requirements and standards. (B) Specialized Experience and Technical Competence; (1) The firm must demonstrate experience in preparation of plans and specifications and construction cost estimates for water distribution and wastewater collection system projects; (2) Preference will be given to firms that demonstrate experience with similar projects within the last five years, have design experience with the TWDB and EPWU, and have experience in the development of dewatering plans. (3) The firm must demonstrate experience and ability to accomplish construction cost estimates; (4) The firm must have and utilize a Design Quality Management Plan; (5) The firm must indicate the ability to deliver final drawings in AutoCAD (Trademark) version 12 usable format and narratives in WordPerfect (Trademark) compatible format. (C) Past Performance; Past performance on contracts with Governmental agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules will be evaluated; (D) Capacity; The firm must demonstrate adequate capacity to accomplish the required design services. (E) Knowledge of the Locality; Firm's knowledge of the local Colonias requirements and El Paso area is advantageous. (F) Geographic Proximity; The location of the firm with respect to El Paso, TX, will be evaluated provided a sufficient number of qualified firms respond. (G) SDB Participation; Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort will be considered. (H) Volume of DOD Work; The firm's volume of DOD work within the past 12 months with the objective of effecting an equitable distribution of DOD A-E contracts among qualified A-E firms, including small and disadvantaged business firms, and firms that have not had prior DOD contracts will be considered. 4. SUBMITTAL REQUIREMENTS: Interested firms having the capabilities to perform this work must submit one copy of SF 255 (11/92 edition) and one copy of SF 254 (11/92 edition) for the prime firm and all consultants to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business the next business day. The solicitation number is DACW47-96-R-0024. Only data on the SF 254 and SF 255 will be considered in the selection process. Key personnel qualifications of all subcontractors are to be included in block 7 of the SF 255. Responding firms are requested to clearly identify those tasks to be performed in-house and at what office and those tasks to be subcontracted and at what office. The SF 255 should specifically address the requirements of this announcement. Responding firms are requested to summarize their Quality Management Plan and identify all relevant computer capabilities in block 10 of the SF 255. Firms responding as Joint Ventures must state the intent in block 5 of the SF 255. FIRMS SHALL LIMIT BLOCK 10 OF THE SF 255 TO NO MORE THAN 10 PAGES. The POC is Linda J Anderson (505) 342-3451.
