C -- ARCHITECT/ENGINEER SERVICES, BASE CIVIL ENGINEER FACILITY, MINNESOTA AIR NATIONAL GUARD BASE, MINNEAPOLIS/ST PAUL INTERNATIONAL AIRPORT, MINNESOTA SOL DAHA21-96-R-0006. Due 062496. Contact Point: Chief Warrant Officer Todd Horness, Contracting Officer, (320) 632-7402. Design of a new 25,300 SF (2,350 square meter) Base Civil Engineer Facility. Initial concepts envision a single story, slab-on-grade, steel-frame structure with masonry exterior which is architecturally compatible with the newer buildings of the base. The facility will house administrative/office areas; shop areas for electrical, mechanical, utilities, painting, etc; classrooms; and a storage area. Sitework required is typical of a project of this nature and includes utility work, parking area, curb and gutter at adjacent roadways, site drainage, and landscaping. The demolition of one or more older structures is also involved. A/E services will include Type A (Investigative and Concept) services, Type B (Design) services, consisting of production of complete designs, preliminary and final plans, technical specifications and cost estimates. Type C (Construction Inspection) services may also be required after the construction contract is awarded. All services beyond the investigative and concept stage are at the option of the Government. This project shall be designed and specified in soft metric, using dual (metric and American (imperial)) measurements. Estimated cost range of the construction is between $1,000,000 and $5,000,000. Note that regulations preclude firms that design a government project from constructing same. It is the government's desire to bid this project for construction in the summer of 1997. Therefore, the design must be accomplished within a compressed timeframe. Your firms current and projected workload should be considered before expressing interest in this project. Firms desiring consideration shall submit appropriate data as described in numbered Note 24 not later than the close of business, Monday, June 24, 1996. Submit data to Lieutenant Colonel Lewis F Wolf, Base Civil Engineer, Building 612, Minnesota Air National Guard Base, 612 Militia Drive, St Paul Minnesota 55111-4121. Only one copy of the submittal is required. Previous submissions will not be considered. This is not a request for proposal. The Standard Industrial Classification (SIC) Code for this acquisition is 8712, Architectural Services. This is an unrestricted acquisition, not set-aside for any specific group. All firms may apply, and submissions from small business and small disadvantaged business are encouraged. Firms under consideration by the board will be evaluated under the following criteria in descending order of importance: (1) Professional qualifications necessary for satisfactory performance of the services required under this contract. (2) Specialized experience and technical competence in this type of work. (3) Capacity to accomplish the work in the required timeframe, to include suitability of firm size, organization and disciplines. (4) Demonstrated performance on previous work, in terms of cost control, quality of work and compliance with performance schedules. (5) Geographic proximity to the greater Twin Cities Metropolitan area. (6) Demonstrated success in achieving energy efficiency in facility design. Waste reduction efficiencies and prescribing the use of recovered materials are also considerations under this criterion. (7) Volume of present and past DoD work (inverse) for the current and previous calendar year, with the object of effecting equitable DoD contract distribution. Final selection order of preference shall be determined by a voting board after providing A/E firms with the opportunity to make a presentation and further examination of qualifications. Direct any questions regarding this synopsis to the buyer listed above. Site visits for the purpose of discussing your firm's qualifications and experience will not be scheduled by other than the selection board during the selection period.
