End (Indefinite Delivery) contract for architectural/engineering
services (Type A, B, and, at the Government option, Type C services)
for design projects for the California Air National Guard located at
March Air Force Base in Moreno Valley (Riverside County), California as
may be ordered for a period of one year after contract award (with an
option to extend for an additional year). The A/E will receive a
minimum of $5,000.00 design fees, no delivery order shall be less than
$5,000.00 or no more than $150,000.00, and total fees paid under the
resultant contract shall not exceed $750,000.00 annually. Work will
include preparation of plans, specifications, and cost estimates and
back up on Disk (AUTOCAD) for each project. Projects may include
repair, maintenance, alteration and construction of pavement and
drainage facilities, exterior and interior painting, roofing
maintenance and replacement, structural alterations of buildings
(industrial and office buildings), rehabilitation of facilities,
building additions, maintenance of HVAC systems, utility distribution
systems, including electrical, gas and water, repair/replacement of
heating and air conditioning, master planning, various surveys, and any
other approved project, etc. The A/E will be tasked by the issue of
individual delivery orders placed against the basic contract.
Evaluation and selection of the firm will be based on the following
criteria: 1) Professional qualifications necessary for satisfactory
performance of required services; 2) Specialized experience and
technical competence in the type of work required; 3) Capacity to
accomplish the work in the required time; 4) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; 5) Location in the general geographical area of the project
and knowledge of the locality of the project; provided that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project; and 6) Demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facility design; 7) Total
dollar amount of DOD fees and Air National Guard Fees awarded in the
past 12 months. Type of contract is indefinite delivery. This is an
unrestricted announcement. The estimated start and completion dates of
the projects are unknown at this time. Firms will indicate on their SF
255's the total number of DOD awards within the past 12 months prior to
the date of the announcement. Personal visits for the purpose of
discussing the projects are discouraged. No additional information
shall be provided. A/E firms which meet requirements described in this
announcement and wish to be considered must submit SF254 and SF255
data. No faxed submittals shall be accepted. Firms may send one copy of
SF Forms 254/255 data by overnight/express delivery to Bldg 633, Camp
SLO, Hwy 1, San Luis Obispo, CA 93401. Data to be received on or before
27 June 1996. Any submittals received after this date cannot be
considered. A/E firms shall, indicate their business size in Block 3 on
