Francisco Maritime National Historical Park, San Francisco, CA has
identified a requirement to enter into a firm-fixed price, indefinite
quantity/indefinite delivery type contract for services of a
Naval/Marine Architecture firm. A contract award for a base period of
1 year from date of award with 4 option years, exercisable at the sole
discretion of the Government, is contemplated. A guaranteed contract
minimum of $5,000, subject to availability of funding, will be provided
with a maximum value of the contract not to exceed a five year total of
$2.0 million. Specific task order limitations will be a point of
discussion and agreement during initial discussions with the firm
selected for negotiations. The general scope of the projects shall
consist of production of technical specifications, drawings, technical
reports, and preparation of Statement of Work/Scope of Services with
construction/repair/rehabilitation cost estimates, in support of
conservation, repair, rehabilitation and restoration efforts devoted to
the nationally significant historic ships inventory of the Park, with
knowledge of construction of wooden vessels and riveted hull vessels.
The following criteria, listed in descending order of importance, will
be evaluated in selecting a qualified Naval/Marine
Architect/Engineering firm to perform this contract: (1) professional
experience of at least 10 years in naval architecture; (2) professional
experience with marine facilities such as piers, docks, and seawalls;
(3) level of formal education, including advanced degrees in naval and
marine architecture; (4) experience in ship's rigging, ships structure
construction/reconstruction, wide range of ship propulsion systems,
including steam, sail, and diesel, ships loading and stability
characteristics, ships deformation characteristics and ships electrical
systems; (5) experience in preparing contract documents, technical
specifications, technical reports, and construction estimates; (6)
experience in a wide variety of ship construction methods, including
wooden vessels, and riveted hull vessels; (7) knowledge and experience
of US Coast Guard and National Park Service specifications and
drawings preparation standards, and (8) local office within 100 miles
of Park Headquarters at Ft. Mason. Interested firms are requested to
submit Standard Form (SF) 254 and Standard Form (SF) 255 to the address
contained herein, marked for the attention of the named contact person.
All SF 254 and SF 255 must be received no later than 30 calendar days
from publication of this notice. If the due date is Saturday or Sunday,
submittals are due the next closest business day. To the fullest extent
possible the National Park Service welcomes and encourages the
participation of small business concerns including women and minority
owned and operated firms. Facsimile or telegraphic SF 254/255 will not
be accepted. Numbered Note 24 is applicable. This is an unrestricted
