ANNOUNCEMENT. NO AWARD WILL RESULT FROM THIS ANNOUNCEMENT. NO
REIMBURSEMENT FOR ANY COSTS ASSOCIATED WITH PROVIDING THIS INFORMATION
WILL BE MADE. THE GOVERNMENT WILL NOT RESPOND TO ANY REQUEST FOR A
SOLICITATION. NO TELEPHONE CALLS WILL BE ACCEPTED. The Naval Facilities
Engineering Service Center (NFESC), in cooperation with the Marine Air
Ground Combat Center (MAGCC), Twentynine Palms, is seeking information
for an aircraft/vehicle wash water system that will treat and re-use
(recycle) the wash water. The system shall be used to wash the exterior
of aircraft such as AV-8Bs (Harriers) and helicopters. The system may
also be used to wash the exterior equipment used to support these
aircraft (vehicles, generators, and support gear). The reclaimed wash
water must be of a quality that can be re-used several times and still
provide clean water for washing the aircraft and support equipment.
After several evolutions, the reclaimed wash water must be able to be
discharged into a sanitary sewer. The system must be easy to install,
operate, maintain, and be portable. The system must be capable of
operating in an extremely rugged and high desert climate. The daily
temperature may vary from 30 to 40 degrees F and in some cases as high
as 60 degrees F. The system must be able to withstand strong winds and
sandstorms with wind velocities up to 70 knots. The system design
should not be limited to the environmental climatic conditions stated
previously. This system should be able to operate in other types of
environmental climates such as tropical, sub-tropical, and artic
climates. In other words, the system must be able to operate in various
environmental conditions, wherever the US Marine Corps is located,
whether it be for training, war or peacekeeping missions. Respondent
must provide company name, address, a point of contact with
telephone/fax numbers, and the name of their system. Respondent must
also provide a narrative description of the process including
footprint, utlity requirements, a detailed process flow diagram,
flow/treatment capacities, and any other support requirements.
Additionally, the respondent must provide system acquisition costs
including construction and site preparation costs, and process costs to
include utilities, labor, maintenance, disposal and feedstocks. Please
provide a list of system users and types of aircraft/vehicles being
washed. Provide information on system testing, evaluation, and
operations conducted to date, including results obtained from
laboratory analysis of the reclaimed water, and possible regulatory
issues. Clearly identify all proprietary and cost information that is
not to be published or disseminated. Mail two (2) copies of each
