Specialist, (703) 814-4902. The Federal Bureau of Investigation (FBI)
intends to negotiate on a sole source basis with the Center for
Strategic Management (CSM) for consulting services in measuring program
performance and developing strategic plans in a law enforcement
environment in accordance with the Government Performance and Results
Act (GPRA) of 1993. The resulting multi-year contract will be based on
the continuation of the FBI's established program for GPRA
implemetation. The primary focus of the implementation program is on
core mission areas related to violent crime, white collar crime,
organized crime, national security, law enforcement training,
laboratory services, and other related functions. Performance on the
resulting contract includes the following: developing Fiscal Year 1998
performance measures to meet Department of Justice (DOJ), Office of
Management and Budget (OMB), and Congressional requirements and
deadlines; ensuring that all FBI programs and subprograms detailed
within the FBI's budget meet or exceed the requirements established by
the GPRA and as supplemented by DOJ, OMB, or Congress; developing and
implementing a strategic planning process capable of meeting the needs
of the FBI; presenting an immediate series of executive and mid-level
management briefings on the GPRA/performance measurement and how
existing FBI programs, processes, and reporting responsibilities are
affected; presenting a series of on-going workshop with management and
analytical/budget personnel from all programs within the organization
as part of the GPRA implementation; and, providing assistance in
coordinating the creation and management of a law enforcement GPRA
working group to address issues specific to the law enforcement
community. All workshops and training must be consistent with the FBI's
approach, based on OMB and DOJ guidance, to implementing the GPRA. The
FBI requires the contractor to have extensive experience in and
knowledge of the following: the federal budget process; planning in a
law enforcement environment; implementing the GPRA in a law enforcement
setting; the FBI's organizational structure and culture;
interrelationships among the federal law enforcement agencies; and
DOJ's organizational structure and culture. The contractor should also
have experience working with DOJ, OMB, and Congressional staff on GPRA
implementation in a law enforcement environment. Vendors able to meet
this requirement are invited to identify their interest and capability
by submitting a proposal to include background, experience, technical
capabilities, pricing and any other information which establish its
bona fide ability to meet this requirement within forty-five (45) days
of this publication. If no affirmative responses are received within
this time that clearly established a comparable source more
advantageous to the government, negotiations will take place with CSM
on a sole-source basis. All inquiries shall be in writing to the above
