The Fleet and Industrial Supply Center (FISC) Norfolk Det Phildelphia intends to solicit on a full and open competitive basis for the provision of non-personal Contractor Logistics and Technical Services to accomplish tasks in support of Technical Training Systems, located at Naval Training Schools throughout the United States. Specific tasks include: (1) services to support the Training Activity Configuration and Logistics Support Information System (TACLSIS) Program, (2) services to support the Equipment Facilities Requirements (EFR) Program, (3) services to develop Naval Training Programs for new and existing equipment and systems, (4) services to support Technical manual review/research, OPNAV 4790/CK preparation, and (5) services to support the Initial Outfitting of Training Actvities (IOTA) Program. The base period of performance will continue for a twelve (12) month period with estimated labor hours for this period of 57,000 manhours. There will also be four one year options with estimated labor hours of 57,000 manhours each. The total contract period will run for five years. If all options are exercised, total estimated manhours will be 285,000. A cost plus fixed fee indefinite quantity contract is contemplated. The work will be performed at the contractor's facilities and various Government and commercial facilities within the continental United States. The successful contractor's facility will be within reasonable commuting distance of the metropolitan Mechanicsburg, PA area or a contractor liason office will be provided within a fifty mile radius of the Naval Sea Logistics Center in Mechanicsburg, PA.
