requirements set forth in Federal Acquisition Regulations (FAR) 5.201,
the U.S. Agency for International Development (USAID) is seeking
sources to provide professional quality procurement support necessary
to implement an aggressive expansion of the Government-Wide Commercial
Purchase Authorization Card Program (IMPAC)in both the domestic and
worldwide locations and to provide general administrative support
during high volume procurement processing periods. Support to the IMPAC
program will include documentation verification and review, file
generation & maintenance, statistics gathering, account establishment
& review, and report preparation. Contractor staff personnel assigned
shall show demonstrated experience in project management for government
procurement related programs and IMPAC program management, personnel
shall be computer literate and demonstrate ability to adapt to the
current B450 purchasing data system and Document Generation System used
by the agency, demonstrated ability to adapt to new systems being
employed and rapidly occurring changes involved during intense
installation/training periods, and demonstrated experience in
application of the Federal Acquisition Streamlining Act of 1994. The
services will be required throughout the period of 10 June 1996 through
31 December 1996. The effort involved is totally non- personal services
and the contractor shall maintain management and supervisory control
over personnel assigned to perform the requirements of this order. This
effort is 100% reserved for small business concerns. All small business
with capability of meeting the requirements are invited to submit a
brief capabilities statement documenting past performance information
on contracts on-going or completed relevant to the type of services
being solicited as part of this action. All submittals shall be
accompanied by proposed labor categories anticipated to fulfill the
requirements of the order along with current labor rate information for
each proposed category. Weight shall be given in the selection process
primarily to documented experience and past performance, as well as
the labor categories and rate structure proposed. All written responses
with the required capability statement, labor categories, and rate
information are due no later than 29 May 1996. This CBD notice can be
viewed and downloaded using the Agency GOPHER. The RFQ, once issued,
can be downloaded from the AGENCY GOPHER. The GOPHER address is

OPPORTUNITIES from the GOPHER menu. From there, choose the heading
USAID PROCUREMENTS and then DOWNLOAD AVAILABLE USAID SOLICITATIONS. The
RFQ can also be downloaded via Anonymous File Transfer Protocol (FTP).
The FTP address is FTP.INFO.USAID.GOV. Logon using the user
identification of ''anonymous'' and the password is your e-mail
address. Look under the following directory for the RFQ:

be confirmed by written notification to the contact person noted above.
