Officer: P.A. Darrah. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitaiton; proposals
are being requested and a written solicitation will not be issued.
This solicitation M67400-96-R-A003 is issued as a Request for
Proposal(RFP). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-37. This acquisition is for Instructional Training for Banyan Vines
Course. CLIN 0001-Banyan Vines Problem Solving Course, 10 Students,
Banyan Vines P/N EDU-310; CLIN 0002-Banyan Vines Network Communication
Course, 10 Students, Banyan Vines P/N EDU-630; CLIN 0003-Banyan Vines
Supporting Network Services Course, 10 Students, Banyan Vines P/N
EDU-620; CLIN 0004-Advance Banyan Vines Problem Solving course, 10
Students, Banyan Vines P/N EDU-640. The contractor will be required to
provide the above trtaining courses for the Marine Corps Base, Camp
Smedley D. Butler, Okinawa, Japan. The offer shall include all cost
except for items indicated as Government furnished. The Contractor
shall also provide a protocol analyzer, students' handouts, students'
manuals, instructors' manuals for each course and a certification
certificate for each student upon completion of each course. These
certificates shall be towards the completion of the Banyan
Certification Program. The Contractor will be responsible for the
shipping of, and any return shipment of class materials to and from
Okinawa. The Contractor's instructors shall meet or exceed the
following criteria: the instructors must be certified by Banyan Vines
System, Inc. or by an authorized Banyan Vines Certified Education
Center and possess a valid, current certification document; must read,
write and speak fluent English; must possess a thorough working
knowledge of the required courses and of the Banyan Vines Operating
Systems. The Problem Solving Course shall include: training in
protocol, MNet, and Vines assistant static analysis; training on PC
environment, expansion bus, interrupts, memory and Banyan Login
sequence; training on server environment and client server environment.
The Network Communication Course shall include training in
communication architecture which discusses protocol layers,
connectionless and connection-oriented, and LAN protocols; training on
Vines Network, Vines Transport and Upper Layer protocols. The
Supporting Network Service Course shall include: training in Banyan
Vines UNIX environment, to include Banyan enhanced UNIX access
features, and UNIX Kernel management; discussion on communication
concepts, Server services and StreetTalk service; training on STDA
service, Files services, Print services and Intelligent Messaging
Service. The Advance Problem Solving Course shall include: advance
protocol, TCI/IP server training, MNet and advanced Vines assistant
statistic analysis; advance server and client server environment. The
Government will provide the following items for each class: 10
computers, 486/50 with 8 MB RAM, VGA monitors DOS and Windows and PC;s
will be capable of running Ethernet or Token Ring; 2 servers with 32
MB RAM, 1GB hard drives, Banyan Vines VER 5.54(20), MNet, PCPrint,
PCDialin, LAN server to server, WAN server-to-server, Mail, IM3 and
Vines assistant; 2 Hayes V-series type Modems; whiteboard and overhead
projector; provide invitational orders to allow access to Camp Foster,
the Defense Commissary and the Post Exchange; and provide daily
transportation to and from the billeting location to the designated
class, unless the instructors decide to rent a vehicle. CLIN's
0001-0003 are required to be performed during the period of August 12,
1996 through August 30, 1996. CLIN 0004 is to be performed during the
period of September 3, 1996 through September 9, 1996. All courses
will be performed at the A/CS G-6, MCB Camp Smedley. D. Butler, Bldg
5715, Camp Foster, Unit 35001, Okinawa, Japan. Acceptance of completed
courses will be made at this location upon completion of the assigned
course date. FAR 52.212-1, Instructions to Offerors - Commercial Items
(Oct 1995), applies to this acquisition. FAR 52.212-2, Evaluation -
Commercial Items (Oct 1995), applies to this acquisition. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation and
is the most advantageous offer to the Government, price and other
factors considered. The following factors, listed in descending order
of importance, will be used to evaluate offers: (1) Price. The
evaluation of this factor shall be based on comparison to costs of any
known recent procurements of the same or similar items by this or
other commands; comparison of prices obtained on this solicitation; and
comparison to catalog prices. (2) Technical Expertise. Offeror shall
submit the educational background/level, years of teaching experience
and certifications and credentials of each instructor. Each instructor
shall be certified Banyan Vines instructor, have at the time of award
at least 2 years of in-classroom instructional time and at least 1
year of hands-on experience on Banyan Vines Operating System. (3) Past
Performance. Offeror shall submit the following information concerning
similar services furnished during the the past two (2) years: Name,
address, telephone number, point of contact, total dollar amount of
contracts or orders from Federal, State, Local Government agencies or
private companies in which the offer has performed similar services. In
addition, the offerors may provide information on problems encountered
while performing those contracts or orders and the offerors'
corrective action used to resolved those problems. The Government
intends to evaluate proposals and award a contract without discussions,
therefore, offerors are encouraged to submit their best offer from a
cost or price standpoint. The offeror is required to submit a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications - Commercial Items (Oct 1995) with its offer. FAR
52.212-4, Contract Terms and Conditions - Commercial Items (Oct 1995)
applies to this acquisition. FAR 52.212-5, Contract Terms Required to
Implement Statutes or Executive Orders - Commercial Items is
incorporated in this solicitation. The following additional clauses
