The Bureau of Alcohol, Tobacco and Firearms (ATF) has a requirement for cellular telephone service to be provided by one contractor for all 50 states, Puerto Rico, Guam and the U.S. Virgin Islands. Selected contractor must be able to either provide all services or have the ability to subcontract services in those areas where it cannot provide cellular and satellite services and to provide consolidated billing for all areas.
