(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested, but a written solicitation will NOT be issued. (ii) This solicitation is issued as a Request For Proposal. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. (iv) This solicitation is unrestricted as to business size participation. The Standard Industrial Classification Code and associated small business size standard are 3711 and 1,000 employees, respectively. (v) The sole item being acquired is one (1) 10-ton diesel tractor (truck). (vi) Description and salient characteristics: 435hp engine, 13-speed transmission, 4, 12-volt cold weather batteries, transmission cooler, dual 150-gallon fuel tanks, conventional aluminum walk-in integral sleeper unit, Volvo Model WIA64T or equivalent models of WhiteGMC. These manufacturers are required, due to fleet compatibility requirements. 48-inch 5th wheel height, engine block heater, ABS braking system, back-up alarm, universal air deflectors with side extensions, air conditioner/heating system with R13 refrigerant, dual mirror-mounted CB radio antennas, leads, power and ground connections, preparation kit for roof-mounted CB radio, cab-mounted dry-type fire extinguisher, cab-mounted flare kit, front tire size 295/75R22.5H, rear tire size 295/75R22.5G, standard interior and upholstery, AM-FM radio with cassette radio with weather band (if standard), painted green to conform with Federal Standard 595 and Military Standard 83286 (volatile organic compound count of 420 grams) (in current fleet, last 6 digits of VIN are 653259). (vii) Delivery date to be quoted by vendor. Place of delivery, acceptance, and FOB points are all Offutt Air Force Base, Nebraska. (viii) FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this solicitation. (ix) FAR 52.212-2 is applicable to this solicitation, and the evaluation criteria will be: adherence to the salient characteristics, price, delivery terms.
