Sources Sought/Request for Information/Announcement of Industry Day, The Aeronautical System Center's Weapons, Air Base and Range Product Support Office (SPO) at Eglin AFB FL seeks sources and information related to an effort to establish an air transportable power generation and distribution system to replace the current Harvest Eagle/Harvest Falcon (HE/HF) Bare Base Power Generator and Distribution System with the overall objective of reducing the number of initial deployment airlift sorties. Equipment of interest include high voltage prime power for generating three phase electrical power at 2400/4160 volts, with individual unit sizes ranging from 750kW to 4000kW and supportive distribution equipment. The following are the specific performance characteristics of interest (trade-offs are possible): a. Air transportable on C-130 and C-141 aircraft (25,000 lbs. or less) using the 463L pallet load system in an optimized packed configuration (no more than 96 inches high, 108 inches wide, 480 inches long). A wheel mounted unit is preferred. b. Capable of operating in a temperature range from -25 to +125 degrees Fahrenheit and meeting objectives for dust, dirt and other environmental conditions. c. No less reliable or available than current generating equipment in the HE and HF kits. d. Components accessible by operator(s) dressed in mission-oriented posture (MOPP) 4 or extreme cold weather clothing. e. Fuel consumption optimized relative to weight/transportability and power output. f. Operable on multiple fuels (JP-8 turbine fuel and diesel fuel (DF-1, DF-2, or DF-A)). Additionally, information is specifically requested regarding research or advancements in solid state switching components, transistors and silicon controlled rectifiers (SCR) for high voltage (greater than 2,500 V) inverter/ frequency converter applications. This program is studying many concepts in response to system deficiencies/desired improvements identified by the user in AF requirements documents. Although a commercial off-the-shelf solution is always preferred, other approaches are being analyzed, e.g., commercial or military development, a time-phased approach calling for some combination of existing (commercial and/or military) and newly developed technology/equipment. Also being explored is the possibility of contracting with industry to have available for military use a rotating inventory of commercial items available on call. Obviously, it is necessary to dialogue with industry on the feasibility and commercial plans related to these acquisition strategies. ASC/VXO will host an industry day during 18-19 June 1996. Companies interested in the Deployable Power Generation and Distribution System (DPGDS) program will have the opportunity at that time to discuss acquisition concepts and technical aspects of the program. Firms having the ability to provide equipment satisfying the program requirements should submit specific information to document their capabilities and potential to successfully execute this effort and their intentions to attend the industry day or not by 7 June 1996 to ASC/VXO, 314 W. Choctawhatchee Ave., Suite 103, Attn: Maj. Donald E. Illich, Eglin AFB FL 32542-5717. Such information should include, but not limited to: products currently available, products currently in development, previous and current customers for like products, availability of test data or capability to make a test article available at no cost to the Government, and company capabilities for engineering design, development, logistics analyses, test, and manufacturing. Firms which wish to have one-on-one discussions with the Government, immediately following the open group discussions at the industry day should include their desires in their notification of interest to the Program Office to allow adequate time for scheduling. This Sources Sought/RFI is for planning purposes only, and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any follow-on acquisitions. The Government does not intend to award a contract on the basis of responses to this Sources Sought/RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect cost or changes by the Government will arise as the result of submission of responses to this Sources Sought/RFI and Government use of this information. The Government reserves the right to reject, in whole or in part any industry input as a result of this Sources Sought/RFI. This Sources Sought/RFI does not constitute the solicitation of any proposals and authority to enter into negotiations to award a contract has not been authorized. Information provided may be utilized by the United States Air Force in developing its acquisition approach and its Statement of Objectives (SOO). Technical documentation concerning this program will be posted on the Eglin Electronic Bulletin Board at 904-882-3669 or provided upon special request. Information collected from this Sources Sought/RFI may be released to industry as updates to program documentation during the RFP stage, therefore, it is required that the data received must be received with unlimited rights to the Government. However, we recognize that proprietary data may be a part of the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. Firms responding to this synopsis should state if they are a large, small, or small disadvantaged business. The appropriate SIC Code is 3621 with a size standard of 1000 employees. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors, when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition.
