Park, NC 27711 A -- DEMONSTRATION OF THE ADHESIVES ALTERNATIVES GUIDE SOL FM6035 POC

Contracting Officer. The U.S. Environmental Protection Agency intends
to negotiate sole source with Southern Research Institute for the
demonstration of the Adhesives Alternatives Guide (AAGE). AAGE provides
information on the formulation and use of low and no volatile organic
compound (VOC) substitutes for conventional solvent based adhesives.
The contractor shall develop additional information on the selection
and use of adhesives in the manufacturing of other consumer and
commercial products, shall demonstrate how these additional and
existing information is structured in the AAGE, and shall provide
hardcopy(including computer disks) documentation of AAGE. The
contractor shall provide detailed updates on the beta test version of
AAGE written in Foxpro 2.6 for Windows software, its source code,
documentation, and background reports. The contractor shall demonstrate
the structure of AAGE by showing how its databases are interlinked and
can be functionally and serviceably displayed by Foxpro's various
query techniques. EPA believes that Southern Research Institute is the
only company capable of satisfying the requirement listed above. This
requirement is a follow-on to contract 68D20062 with Southern Research
Institute. AAGE was developed entirely under this contract. Under
contract 68D20062 Southern Research Institute developed the structure
and test version of the AAGE. Southern Research Institute has access to
all the personnel who developed the data and computer code for AAGE.
Any other firm would have to spend substantial amount of time and
effort to reach the level of expertise which Southern Research
Institute now holds. Southern Research Institute has developed a user
friendly structure for the AAGE, and has submitted a beta test version
that includes the tape and label and the roofing industries and
several product sectors of other industrial categories. Specific
qualification requirements for the work to be performed are as follows:
1)a minimum of 1 journeyman with undergraduate degrees in a field of
science with a minimum of 2 years experience in measurements of
volatile organic chemical emissions from industrial processes (molding,
adhesives, coating and finishing, etc.) and a minimum of 6 months
experience with Foxpro for Windows, 2) a minimum of 1 senior management
person with a graduate degree in a field of science with a minimum of
10 years experience in a combination of the above fields of which 5
years must be in a management or supervisory capacity, 3) a computer
programmer with a minimum of 2 years experience programming in Foxpro
for Windows. Interested parties who believe they can provide the
required services should submit their qualifications in writing within
