and negotiate under the authority of 10 U.S.C. 2306(c)(1) with only one
source, Rockwell International, Space System Division, 12214 Lakewood
Blvd., Downey, CA to acquire development of a proprietary fiber-optic
network interface component. Rockwell has developed andhas a patent
pending on this component. NASA Dryden will contract to Rockwell to
design and implement a low and high speed test network using the
proprietary component to validate the ability to function in an high
performance aircraft environment. This procurement will consist of a
baseline contract to develop a flight worthy laboratory version and
four options to 1) flight test the low speed network, 2) design the
high speed network, 3) develop a flight worthy laboratory version of
high speed network, and 4) flight test the high speed network. The
period of performance is anticipated to be five months for the baseline
contract, four months for option 1, four months for option 2, eighteen
months for option 3, and four months for option 4. This Procurement is
being conducted under the NASA MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy on April 16, 1993. Request
for copies of the RFO maybe submitted in writing. Potential offeror's
are responsible for down loading their own copy of the solicitation.
Hard copies of the solicitation will be made available upon request,
but the closing date will be the same as that required for the NAIS
release. RFO expected release date is June 14, 1996. It is the
offeror's responsibility to monitor the NAIS for solicitation release
as the solicitation will be release as soon as practicable, whether
prior or subsequent to the project date. Any concerns or issues
relative to this procurement should be addressed to the Contracting
Officer identified above. However, an ombudsman has also been appointed
to hear concerns from offerors, potential offerors and contractors if
necessary. Interested parties may call the installation ombudsman,

recommendations which cannot be resolved at the installation may be
