Greater Kelly Development Corporation (``GKDC'') is seeking to retain a Contractor consisting of a contracting consortium or team (``Contractor'') to assist GKDC's development planning and implementation efforts at Kelly Air Force Base (``Kelly''). The Contractor will prepare the Kelly Master/Redevelopment Plan (``Master Plan'') to include the Target Industries Study and Joint Runway Use Analysis and provide oversight for implementation phases. GKDC and the Contractor will jointly issue RFPs to retain team members and/or subcontractors to implement the recommendations of the Master Plan. This approach is intended to add focus to the GKDC goals while ensuring an interactive GKDC/Contractor relationship, accountability and continuity throughout the base reuse process. GKDC will award a ten year contract (one-year contract with three three-year options). GKDC is a public not-for-profit corporation created by the City of San Antonio to lead the community's base reuse efforts at Kelly. The activities of GKDC are overseen by a seven member board appointed by the San Antonio City Council. GKDC is the federally recognized Local Redevelopment Authority as responsible for development of the Master Plan for Kelly.
