The Air Force Flight Test Center (AFFTC) is soliciting sources for the
C-17A aircraft test program data analyses, Technical Order (TO)
development, and associated logistics data development and analyses.
Period of performance is FY97 through FY99. Anticipated contract types:
firm-fixed-price for the services, and cost-reimbursable for travel.
Applicable contractor screening criteria for this sources sought
notice: The contractor shall possess an in-depth knowledge of C-17
maintenance data collection processes and their subsequent development
into preliminary/formal TOs. The contractor shall possess the means of
keeping abreast of TO filing systems, TO tracking, data tracking,
operation of the Technical Manual Status and Schedule (TMSS),
electronic databases, and the Publication Change Request (PCR) system.
This knowledge is essential to operate and maintain a computerized
database to: (1) Receive, verify, and track scheduled and actual
completion dates for TO In-Process Reviews, validation, verification,
and preliminary TOs. (2) Maintain the database using handwritten source
documents, computer printouts, partially printed forms, and other types
of local, established documents. (3) Input all required, changed,
updated, new, and canceled TOs into the database. (4) Prepare and
modify reports and documents as required. (5) Prepare and maintain
on-site logs of work activity. (6) Operate government furnished
computer, peripherals (micro computer, remote terminals, copiers, fax
machine, etc.) as necessary for data production and data entry. The
cognizant contractor staff shall be located on-site full time. The
sites for this contract are: Douglas Aircraft Company, Long Beach CA,
and Charleston AFB SC. Contractor personnel shall have a secret
security clearance in order to access classified material/equipment. A
facility clearance at the secret level is required. The required C-17
TO maintenance and test data shall be maintained by and be
transferable from other existing government and C-17 production and
operational locations so as to minimize expenditures and maintain
program schedules under the C-17 test program contract. The TO
development processes will be maintained and upgraded periodically to
stay current with program requirements. All sources interested in
responding to this market research notice are required to provide a
capabilities statement addressing the above noted criteria. Include
relevant background and experience, and points of contact/telephone
numbers from previous contracts for the same or similar services. Those
responding shall also include your business size and type. Responses

31 May 96. Depending on the responses received from this publication,
the acquisition may be set aside for small business concerns, reserved
for the 8(a) program, etc. Requests by telephone to be placed on the
