DE-AC05-84OR21400 is offering for sale U.S. Government-owned surplus
cesium radioactive by-product material which has no defined nor planned
future use. This material was either fabricated at the Oak Ridge
National Laboratory (ORNL) or purchased from Gamma Industries in 1977.
By Nuclear Regulatory Commission (NRC) definition, this material is
``by-product material'' in the form of ``sealed sources'' (10 CFR
30.4). The material consists of four weld-sealed stainless steel
capsules, approximately 0.2 to 0.6 in. in diameter and 0.6 to 2 in.
long, presently located at the irradiation laboratory. The four
capsules contain cesium sources (about 0.65, 11.3, 47.9, and 110 Ci,
respectively). The documentation for the capsules is limited since they
are about 30 years old. As far as is known, the three capsules with the
higher activity were fabricated at ORNL from U.S. Government materials;
the capsules with the smallest activity was purchased from Gamma
Industries in 1977. From an engineering specification, it is believed
that each ORNL source has been fabricated as a double-encapsulated,
weld-sealed stainless steel capsule. The specification indicates that
the chemical and physical form of the cesium is cesium chloride powder.
The smallest source was custom designed by Gamma Industries to replace
an existing ORNL source with the same physical dimensions, but no data
about this source is currently available. The capsules have not been
leak checked on a periodic basis; however, no evidence of leakage has
been detected. When the capsules are removed from the irradiation
laboratory, the capsules will be determined by visual inspection and
smear counting to be uncorroded and physically intact before they are
packaged for shipment. To express an interest in bidding on this
