Construction, Alteration and Rehabilitation at various NIH Facilities
in Bethesda, Poolesville, Baltimore and other NIH controlled buildings
in the Washington metropolitan area. The anticipated type of work
shall include modifications and alterations of office spaces,
renovations of laboratory facilities and hospital patient care units,
utility upgrades, and general facility repair and improvement projects.
The contractor shall provide all management, supervision, labor,
materials, tools and equipment necessary for complete and total
performance of the executed orders against the contract. The R.S. Means
Facilities Cost Data Manual (1996 edition) and the NIH Local Cost Data
Book will be used in estimating proposals, negotiating and awarding
orders against this contract. The contract type will be Firm Fixed,
Unit Price, Indefinite Quantity similar to the Army's Job Order
Contract (JOC), the Air Force Simplified Acquisition Base Engineering
Requirements (SABER) contract, and the NASA Goddard Space Flight Center
Delivery Order Contract (DOC). The proposed contract will consist of a
one (1) year base period plus four (4), one (1) year options. The
anticipated maximum dollar value for the base year and each option year
is $20 million, for a maximum, cumulative total value of $100 million.
The guaranteed, minimum dollar amount for the base year will be $2
million. The maximum, individual order limitation will be $700,000.00
and the minimum, individual order limitation will be $10,000.00. The
estimated percentage of dollar categories for delivery orders against
the contract shall be as follows: Less than $100,000.00 equals
approximately 74 percent, $100,000.00 to $250,000.00 equals
approximately 17 percent, and $250,000.00 to 700,000.00 equals
approximately 9 percent. It is highly recommended that offerors shall
have experience in Firm Fixed, Unit Price, Indefinite Quantity
contracts similar to the JOC, SABER, and DOC contracting mechanisms
stated previously in this notice. The Solicitation Notice is expected
