Specialist (215) 656-6914. The vessel to be acquired is an inland river
floating crane intended to serve the U.S. Army Corps of Engineers, Ohio
River Division in support of its mission. The vessel is approximately
300-feet in length, 100-feet in width, and 13-feet, 6-inches in depth.
The vessel will be furnished with a revolver crane capable of
``derated'' lifts including ``net'' target lift of 350 short tons at a
radius of 110-feet with the main hoist load block hook 160 feet above
waterline. The vessel has come hull machinery and electrical
generating capacity, with necessary support systems. The vessel will be
designed, built and classed to American Bureau of Shipping rules for
Steel Vessels on Rivers and Intracoastal Waterways. The crane
foundation up to the roller path will be classed with the barge. The
crane above the roller path will not be certified with ABS. The primary
mission of the vessel will be to implement a ``gate change-out'' system
for lock miter gates on the Ohio River system. The vessel will be
required to lift, secure on the deck, and transport both new and
existing miter gates from various storage facilities to work sites.
Gates will be stored in stowage slots incorporated into the hull and
will be secured using pneumatically operated stowage fixtures. Testing
will be required and must be performed in the Ohio River, or other
location with similar operating conditions. A full spectrum of testing
to prove the design and engineering concepts is required. The contract
is a ``Design and Build'' type based upon a ``Preliminary Design''
prepared by the Marine Design Center and will utilize the MDC three
phase contracting process. Liquidated Damages are included in the
contract and bonding is required. Specifications and full size drawings
will be furnished at a charge $65.00 per set. All checks must be made
payable to ``FAO, USAED, Norfolk''. The Invitation for Bids (IFB) will
be available on or about 12 June 1996. All requests must include a
