synopsis/solicitation for commercial items prepared in accordance with
FAR Subpart12.6 as supplemented with additional information included
in this notice. This announce ment constitutes the only solicitation;
quotes are being requested and a written solicitation will not be
issued. This procurement is being conducted under the Simplified
Acquisition Threshold (SAT) portion of the Federal Acquisition
Streamlining Act (FASA). The provisions and clauses in the RFQ are
those in effect through FAC 90-38. This procurement is a total small
business set-aside. This notice is being issued as a Request for Quotes
(RFQ) for a video display and tracking system equivalent to Fakespace
PUSH Display. The minimum salient characteristics are as follows:
(Display) High-resolution - VGA or better resolution for each channel.
Stereoscopic - binocular. Full RGB Color - 8-bit each channel.
Interchangeable optics sets - varying in field of of view and degree of
binocular overlap. Must be table- mounted. (Tracking) 3
Degree-of-Freedom position and 3 Degree- of-Freedom attitude reports.
Rate-controlled eyepoint position tracking. Update rate of at least 60
Hz. Lag not more then 10 msec. (Graphics Interface) Accepts RGB feed
from an Indigo2 High Impact workstation. Accepts Indigo Channel Option
running IRIX 6.x software. (Documentation) Complete documentation
covering theory of operation, performance characteristics, instructions
for setup, interface to the graphics workstation, and routine
maintenance must be included. (Support) Warranty of at least 90 days
must be included with unit; extended service contracts must be
available. Quantity One (1). Delivery to Ames Research Center (FOB
Destination) is required by 8/31/96. Quoters shall provide the
information required by FAR 212.1. The quoter shall complete and submit
FAR 52.212 -3, Offeror Representations and Certifications - Commercial
Items. FAR 52.212-4 and 52.212.5 are applicable. All quoters shall
state in their quote their size status for this pro curement as well as
whether they are minority or woman-owned. The SIC Code and the size
standard for this procurement are 3577 and 1,000 respectively. If other
than the name brand identified is quoted, the quoter shall indicate the
manufac turer, brand and model/part number quoted and the quoter shall
provide a description in sufficient detail to show that the product
quoted meets the specifications included in this notice. If the end
product quoted is other than a domestic end product as defined in the
clause entitled Buy American Act--Supplies, the quoter shall so state
and list the country of origin. The quoter shall identify place of
performance in their quote. Questions regarding this acquisition must
be submitted in writing. Companies shall notify this office of their
intent to submit a quote. Transmission by facsimile to (415)604-0177 or

Quotations are due by 5:00 P.M. on June 10, 1996 to the address
specified above to the attention of Lela Stawicki. Selection and award
will be made to the lowest priced, technically acceptable quoter. Tech
nical acceptability will be determined by information sub mitted by the
quoter providing a description in sufficient detail to show that the
product quoted meets the require ments of the Government. An ombudsman
has been appointed to hear concerns from offerors, potential offerors,
and contractors during the preaward and postaward phases of this
acquisition. The purpose of the ombudsman is not to diminish the
authority of the contracting officer, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested, the ombudsman will maintain strict
confident iality as to the source of the concern. The ombudsman does
not participate in the evaluation of proposals, or the adjudication of
formal contract disputes. Interested parties are invited to call the

issues, disagreements, and recommendations which cannot be resolved at
the installation may be referred to the NASA ombudsman, Tom Luedtke at
(202) 358-2090. DO NOT CALL THE OMBUDSMAN FOR SOLICITATION REQUEST OF
INFORMATION Before consulting with any ombudsman, interested parties
must try to resolve their concerns with the contracting officer.
