Service (IRS) requires the services of a contractor to perform
telephone number research, nationwide. The IRS has developed a strategy
to efficiently and economically research business and individual tax
payer telephone numbers. The strategy involves transmitting search data
contained in an electronic file to the Contractor, who shall have
electronic gateways into the Regional Bell Operating Companies'
(RBOCs') and Major Independent Telephone Companies' (MITCs') directory
assistance databases, to search for the most current, valid telephone
number. These files will be transmitted from each of the IRS service
centers to the Contractor at a minimum of once a week. IRS Service
Center Sites Location: Andover, MA; Doraville, GA; Austin, TX;
Holtsville, NY; Covington, KY; Fresno, CA; Kansas City, MO; Memphis,
TN; Ogden, UT; Bensalem, PA; Washington, DC. The Contractor shall
search the file against the directory assistance databases, and the
successful and unsuccessful searches shall be returned via electronic
file transfer to the respective IRS servie centers within three (3)
business days of receiving the file. The resulting contract will
require the contractor to process between 2 and 4.5 million records per
year. During the peak periods, the contractor will be require to
process between 350,000, and 750,000 records per month. Based on these
requirements, the contractor must have the following to qualify: Have
electronic gateways into the RBOCs' and the MITCs' databases,
nationwide; have the ability to receive an electronic file and search
in batch mode the RBOCs' and MITCs' directory assistance databases via
the electronic gateways; have the ability to provide the information
in an electronic file to the IRS within three business days; and have
at least a successful 35% match rate for the telephone numbers found.
In the area of past performance, the potential offeror must demonstrate
that it has engaged in conducting telephone number research or similar
work within the past two years and that the volume of work performed
is comparable to the IRS's requirement. The solicitation will be
available on or about June 06, 1996 on the Internal Revenue Service's
A/C Procurement Bulletin Board System (PBBS) and in hard copy format.
Please follow these instructions to access the PBBS, dial the following
number (202) 799-0943. Your system must be set at the following
defaults: Baud Rate fo 9600, No Parity, 8 Data Bits, 1 Stop Bit. The
system will prompt you for your name, business name and address, the
kind of system you are using, user ID' and a password of your choice.
At the Main System Menu the following will appear ''Make your selection
(T,F,E, ect...)'' Type ''L'' and press the (ENTER) Key. Type ''S'' to
select a library and press the (ENTER) Key. Type ''RFP'' and press the
(ENTER) key. Type ''F'' and press the (ENTER) Key to list files. Press
the (ENTER) Key to view the list of files. Type ''C'' to view the file
list. Download the file ''TNRN.DOC''. The system operates 24 hours a
day 7 days a week. A paper copy of the solicitation will be mailed to
anyone who cannot access the PBBS. Send a written request to
contracting officer at the address specified above. No oral
communication will be accepted. The proposals for the solicitation must
be submitted within 15 calendar days after the solicitation appears on
the Bulletin board/solicitation is issued. Proposals should be
submitted in written form to the Contracting Officer at the address
specified above. All responsible sources may submit a proposal which
