Reference is made to the Sources Sought Synopsis published on 9 Feb 95
and the notice issued on 23 Apr 96 for the Mission Level Systems
Analysis (MLSA) acquisition. This announcement is to notify all
interested parties that Phillips Laboratory, Plans and Program
Directorate (PL/XP) intends to contract for the MLSA effort and expects
to release a solicitation on or about 14 Jun 96. The impartial studies
and analyses will be in the areas of space, missiles, and advanced
weapons technologies considering all aspects of geophysics and
environmental interaction involving earth, near- earth, and space
environments. Responses (except Past Performance proposal) are due
forty-five (45) days thereafter for technical/management and cost
proposals. The Past Performance proposal is due 30 calendar days after
the RFP release date. This acquisition will be solicited on a 100%
small business set- aside basis. The SIC code is 8731, size standard
1,000 employees. The contractual effort is contemplated to be a 24-
month, CPFF, Indefinite-Delivery-Indefinite-Quantity (IDIQ) Task Order
type with one option for an additional 36 months. The level of effort
to be ordered is expected to average about 6 man- years per year. This
acquisition is subject to FAR 15.903 limitation on fee for service
contracts (10%). A written Draft Request For Proposal (DRFP) will not
be issued for this acquisition, however, documents contained in the RFP
will be immediately uploaded on the PL/PK Electronic ''STARS'' Bulletin
Board. The ''STARS'' is available on the Internet at:
http://www.plk.af.mil/. The POC for STARS Bulletin Board is Sandra
Maes, PL/PKM, 505/846-5440. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate offerors' concerns, issues, disagreements
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process.
