An unbiased, free from conflict of interest report is required. Justification: The National Academy of Sciences was chartered by Congress to conduct studies in the field of science with special relationship to the Federal Government. The National Academy of Sciences by virtue of the inherent differences between a publicly funded national body of scholars and a private enterprise operated for corporate benefit, is able to render independent advice of unparalleled objectivity.
