Officer, 617-377-6607. This synopsis is to notify prospective offerors
that the release date for the formal Request For Proposal (RFP) for
the National Air and Space (Warfare) Model (Reference Sources Sought
Synopsis:1 Aug 95, CBD) on the Hanscom Electronic RFP Bulletin Board
(HERBB) on or about 5 June 96. This will be the ONLY media used to
issue the RFP. HERBB may be reached at (617)377-1487 (TELNET
129.53.1.36). A modem and commercially available communications
software are all that is needed to access HERBB. A copy of the formal
RFP will also be available in hard copy format at the Phillips
Laboratory Research Library at Hanscom AFB, MA. Procedures for using
the library may be obtained from Capt. Carolyn Kwieraga at (617)
377-6423. The Government does not intend to award a contract on the
basis of this notice. The Executive Summary (Volume I),
Technical/Management Proposal (Volume II) and Contract Information
(Volume IV) of the RFP response will be required to be submitted no
later than 45 days from the date the RFP is posted on HERBB. The exact
date, time and location for receipt of proposal Volumes I, II and IV
will be included in the RFP. Cost Documentation (Volume III) of the RFP
will be formally requested by the Government after the due date of the
other volumes. The Government will conduct a Software Capability
Evaluation (SCE) on all offerors and may conduct multiple SCEs for an
offeror team if one or more subcontractors are proposed to accomplish
a significant portion of the proposed systems engineering and software
development effort. Any offerors wishing to pursue the reuse of an ESC
contractor conducted SCE, must notify the NASM PCO, Mr. Kent Kinal, of
their desire in writing. In the letter, please identify the contract
effort your proposal was submitted for that resulted in the conduct of
an SCE, as well as the date of the SCE. The Government will review the
applicability of the SCE to the NASM contract effort. The Government
reserves the right to conduct an SCE on all offerors and their
subcontractors as deemed necessary. Please send SCE reuse request

Schilling Circle, Hanscom AFB, MA 01731-2816. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of the proposals or in the source
selection process. Interested parties are invited to call Dr. Phillip

with issues or problems that have previously been brought to the
attention of the program manager and/or the contracting officer and
