Officer, (703) 305-2250. The missioin of the Center for Nutrition
Policy and Promotion (Center) of the U.S. Department of Agriculture is
to improve the nutritional health of Americans by linking scientific
research to the consumer. In order to achieve this mission, the Center
carries out activities in two broad areas: 1) Nutrition Promotion and
2) Nutrition Policy and Analysis. In 1995, the Center introduced the
Healthy Eating Index (HEI), a summary measure of how well Americans
conform to the recommendations of the Dietary Guidelines and the Food
Guide Pyramid. Updates of the HEI will allow the development of more
effective nutrition promotion tools and messages for Food Stamp Program
participants. Timely and replicable data that link food consumption
with a summary measure of diet quality is essential for that purpose.
The Center intends to award to TAS, Inc. a contract for the creation
and delivery to the Center, machine readable analysis files used to
compute the HEI, SPSS programs used to create the data files, and
complete documentation that will be used by the Cente to calculate the
HEI and the Healthy Eating Index for the low income consumer (HEILIC).
Methodology used to calculate the 1989-90 HEI shall be used to create
data files that include the number of servings variables for the five
major food groups in the Food Guide Pyramid with legumes split out
separately. The number of servings shall be comparable to those
provided by TAS for the VSFII 1989 and 1990 survey data and shall be
provided for each day's intake for each year. The data files shall
include the number of different foods reported for each day's intake
for each year using the definition (1/2 serving minimum) and food
groupings used in the calculation of the variety component of the HEI
with CSFII 1989 and 1990 survey data with the addition of all new and
rvised food codes from CSFII 1994-1996. The Contractor shall deliver a
''clean'' (i.e. free of errors) copy in electronic machine readable
form with variables names and labels, format, as well as documentation
suitable to allow accurate analysis and interpretation by USDA, FCS.
