202/942-1693. The Federal Retirement Thrift Investment Board (Board)
administers the Thrift Savings Plan (TSP) for Federal Employees. The
TSP is a retirement savings plan, with assets in excess of $38 billion,
similar to private sector 401(k) plans. The current TSP Recordkeeping
System is a large COBOL application using CA-IDMS in a shared IBM
resource environment supporting over 2 million accounts. The system was
designed and implemented incrementally over a 9-year period in response
to changing program and statutory requirements. The Board has evaluated
the current system's capacity for additional changes, including daily
valuation of participant's assets and increasing the number of
investment funds offered by the Plan. The Board has decided to replace
the current system with a new integrated system to support TSP
operations. The Board is developing a draft solicitation package which
discusses the development and implementation of a replacement
recordkeeping system. It is anticipated that there will be interest in
this acquisition among developers of large, complex financial systems
and among vendors expert in daily valued recordkeeping operations of
very large 401(k) plans. Interested parties are invited to submit a
request for the draft package which we expect to be available on or
about May 31, 1996. This document package is not a request for
proposals, but rather a request for review, analysis and comment. The
comment period will remain open until July 12, 1996. We expect to use
comments received to strengthen and improve the final solicitation
package we plan to release later this summer. A separate synopsis will
be issued announcing the availability of that final solicitation
package. All parties responding with comments to the draft solicitation
