Recovery Office (MSRRO) for Conventional Munitions Scope - The
objectives herein describe the development, operation, support, and
management of centralized, automated USAF conventional weapon
demilitarization and disposal program. This will automate the
ammunition disposition requests (ADR's) for obsolete, unserviceable,
and excess conventional munitions. These objectives will support LIW as
the central focal point for providing instructions and advice about
disposal of obsolete, unserviceable, and excess conventional munitions
according to Environmental Protection Agency (EPA) Directives and
other Federal Laws. Statement of Objectives - 1) Develop Automated ADR
Process: The field units send ADR's to the PGM, which in turn responds
with the chemical constituency components, open burn/open detonation
(OB/OD) thermal decomposition elements, material safety data sheets
(MSDS), and other regulatory information. The ADR process manages the
ADR's with the inventory and equipment specialists internal to LIW, and
will forecast second destination transportation (SDT), funding, and
computer requirements; and will support the PGM. 2) Develop Munitions
Chemical Constituency Database: The chemical constituency database will
be compatible with the Army's MIDAS database and other DOD chemical
constituency databases. The database will also interface with the ADR
process and be populated and maintained. 3) Interface With Current MSDS
Systems: The ADR process and chemical constituency database will
interface with HMMS (OO-ALC/EM) and HMIS (USAF) systems. MSDS will be
downloaded and new MSDS's will be provided. 4) Demil Library:
Information about new disposal technologies will be compiled and placed
into a Demil Library and eventually into a database accessible via the
Internet. 5) Liaison: Liaison support between the PGM and chemical
analysis labs, USAF hazardous material databases, and other sources
will be provided. General technical support will be provided to the
