Webber and may be reached at 301/415-6736 The U.S. Nuclear Regulatory Commission (NRC) requires a contractor to refurbish NRC's One White Flint North Building at 11555 Rockville Pike, Rockville, Maryland. The contractor shall replace existing carpet and wallcovering, realign office space, improve office functionality, and repaint the entire building. The NRC intends to acquire these services using two-step sealed bidding procedures, as outlined in FAR 14.501. Step One of these procedures involves the issuance of a Request For Technical Proposals (RFTP) which is anticipated to be issued on May 29, 1996. The RFTP shall include a brief description of the services required, the requirements of the technical proposal, and evaluation criteria to be used in determining proposal acceptability. Step Two shall consist of an Invitation For Bid (IFB) which shall contain construction drawings and project specification for bidding purposes. Bids shall only be solicited from those offerors determined technically acceptable during Step One. The period of performance for this project is 36 months. The estimated price of this project is between $1,000,000 AND $5,000,000. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals. The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses must be prepared to submit a detailed subcontracting plan. The IFB issued during step two shall contain NRC's subcontracting goals required for this project. A source list comprising the names, addresses, and telephone numbers of all concerns requesting a copy of the solicitation, with large businesses identified by an asterisk, will be provided with the solicitation. In order to identify large businesses on the list, a request for the solicitation should indicate the size of the business based upon a SIC code of 1542. The size standard for this solicitation is $17,000,000 average annual receipts for the preceding three fiscal years. In order to allow small concerns sufficient time to contact you for possible subcontracting opportunities, you are encouraged to make your request for the solicitation prior to the solicitation issuance date. A copy of the solicitation and all subsequent amendments will be provided to each requester. Interested firms should submit written requests to the U.S. Nuclear Regulatory Commission at the address as shown above. Telephone requests will not be honored.
