CONSTRUCTION. Project encompasses the installation of a new Runway
Visual Range (RVR) System. The work includes construction of reinforced
concrete foundation(s), installation of power supply, control wires,
and RVR equipment, and demolition of existing transmission (RVV) tower,
etc. The estimated contract price is between $100,000 and $150,000.
Offerors are required to submit a technical proposal. Award selection
based upon evaluation of offeror's past performance, management
understanding and approach, qualifications of key personnel, experience
on similar projects, and financial resources and capabilities. Award to
be made to the lowest priced, technically acceptable proposal. Bid,
performance, and payment bonds are required, and special insurance
coverage. The planned performance period is 35 calendar days from date
of Notice-to-Proceed (NTP). The target date for award and NTP is
approximately July 8, 1996. Solicitation package should be available
O/A June 3, 1996. It is anticipated that before receipt of proposals
there may be a site inspection for offerors on June 18, 1996. Request

firms shall provide their company name, mailing address, telephone,
fax, and state the solicitation number and title. Full and open
competition. This is an UNRESTRICTED procurement in accordance with
Small Business Competitiveness Demonstration Program, Title VII of the
Business Opportunity Development Reform Act of 1988 (PL 100-656). For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guarantee on the
bond amount to a surety against losses. Loans are also available under
the DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
