RESEARCH SUPPORT FACILITY AT THE NATIONAL RENEWABLE ENERGY LABORATORY

(DOE) through its Golden Field Office seeks an Expression of Interest
for a privatization initiative to develop a parcel of DOE land at the
Department's National Renewable Energy Laboratory (NREL) South Table
Mountain site in Golden, Colorado. This privatization initiative
includes the development of a 250,000 gross square foot facility,
referred to as the Research Support Facility, to house research
activities and support staff for NREL and associated DOE staff.
Development will entail obtaining private-sector project financing,
design, construction, ownership and management of the research support
facility. Facility design, construction and operation must meet all
Departmental and related standards including energy efficiency building
standards as outlined in 10 CFR 435, Executive Order 12902, and General
Services Administration space utilization standards. Construction of
the facility will be subject to the Davis-Bacon Act. The facility must
be available for occupancy no later than June of 1999. The Department
anticipates that interested parties will make a 13-year commitment to
the project which will consist of approximately 3 years for facility
design and construction and 10 years of private sector ownership.
Project costs are to be fully amortized over the 10-year operational
period such that title to the building will be transferred to the
United States with no residual payment at the completion of a 10 year
lease-to-purchase arrangement. Access to the South Table Mountain site
will be granted through a construction use permit. Title to the
underlying land will remain with the United States. Title to the
facility will remain with the developer until the lease-to-purchase
arrangement is completed. DOE contemplates an initial 5-year lease-
term with the likelihood of a 5-year renewal option spanning the
10-year lease-to-purchase period. All DOE obligations under the
lease-to-purchase arrangement will be subject to the availability of
appropriated funds. All contractual relationships will be approved by
DOE, but will be between NREL and the developer. Interested parties
must show the ability to assemble appropriate, committed and sound
teams to accomplish the financing, design, and construction phases of
the project to meet the June 1999 project completion deadline. Total
project cost must be demonstrably lower than current long-term leasing
options for similar space in the Denver West (Golden) vicinity (the
location of NREL). Interested parties must be able to accommodate the
financial risk associated with the availability of federal funding.
However, DOE will consider providing the developer/owner and its
financing partners with the ability to retain the asset in productive
service in the situation that Federal lease funding does not become
available. An interested party must submit to DOE, as a part of its
Expression of Interest, a term sheet listing all members of the
interested party's team needed to fully develop the project as well as
a description of each Team Member's role. The term sheet should also
include type and availability of financing, total project cost,
amortization terms and lease terms consistent with the project scope
and schedule. Failure to submit an Expression of Interest may result in
exclusion from further consideration for this project. This
announcement is for Expressions of Interest only and no actual project
has been authorized at this time. To be considered, Expressions of
Interest must be received at the DOE Golden Field Office, 1617 Cole
Blvd. Golden, Colorado 80401 by 3:00 P.M. MDT on June 20, 1996.
