This announcement constitutes the ONLY SOLICITATION; proposals are being requested and a written solicitation WILL NOT BE ISSUED. Award will be made as a whole to the lowest, responsive, responsible bidder as to price. b) Invitation for Bid (IFB) #DACW38-96-B-0028 is being issued on a Unrestricted Basis, i.e., Not Set Aside for Small Business. The opening date and time for receipt of Bids is No Later Than 1100 Hours (11:00 a.m.) CST); June 13, 1996. Bids should be sealed and the outside of the envelope shall be marked with the IFB Number, the Bid Opening Date and Time, and a Brief Description of the Requirement. Bids may be mailed or sent by carrier services to Commander; USACE, Vicksburg; ATTN: CELMK-CT-CS; 2101 North Frontage Road; Vicksburg, MS 39180. c) The work consists of furnishing and delivering FOB Destination the Various Sized Wire Rope listed below in Line Items 0001 - 0004B. 0001) Type 1, General Purpose, Class 3, Construction 4, 6 x 37, Extra Improved Plow Steel, Independent Wire-Rope Core, Uncoated, (Filler Wire). Wire ropes shall have 1 core and 6 strands of not less than 29 and not more than 37 wires each totaling not less than 174 nor more than 222 wires in the strands. Each strand shall have 1 wire center, not less than 7 nor more than 9 inner wires, and not less than 14 nor more than 18 outer wires. There shall be not less than 7 nor more than 9 filler wires between the inner and outer layers. Wires in the inner layer shall be 1 diameter. Wires in he outer layer shall be 1 diameter. Filler wires shall be 1 diameter. Each strand shall be fabricated in one operation and shall be furnished as sized in Line Items 0001A & 0001B. 0001A) 4 Reels of Wire Rope; 1/2'' Diameter / 1500' Per Reel; 0001B) 6 Reels of Wire Rope; 1 1/4'' Diameter / 1000' Per Reel. 0002) Type 1, General Purpose, Class 2, Construction 4, 6 x 19, Extra Improved Plow Steel, Independent Wire-Rope Core, Uncoated, Right Regular Lay (Filler Wire). Wire ropes shall have 6 strands of not less than 21 wires and not more than 25 wires each, totaling not less than 126 nor more than 150 wires in the strands. Each strand shall have 1 wire center, not less than 5 nor more than 6 inner wires and not less than 10 nor more than 12 outer wires. There shall not be less than 5 nor more than 6 wires (fillers) between layers. Wires in the inner layer shall be 1 diameter. Filler wires shall be 1 diameter. Each strand shall be fabricated in one operation and shall be furnished as sized in Line Items 0002A and 0002B. 0002A) 6 Reels of Wire Rope; 7/8'' Diameter / 1000' Per Reel; 0002B) 8 Reels of Wire Rope; 1 1/8'' Diameter / 2000' Per Reel. 0003) Type IV, Miscellaneous, Class 1, Construction 2, 5 x 19, Marline-Clad (Warrington). Wire Rope shall have 1 core and 5 strands of 19 wires each, totaling 95 wires in the strand. Each strand shall have 1 wire center, 6 inner wires, and 12 outer wires. Wires in the inner layer shall be 1 diameter. Wires in the outer layer shall be 2 diameters of wire laid alternately. Each strand shall be fabricated in one operation. Each strand shall be served with marline wound tightly on the strand so that it is firm, durable, uniformly smooth, and free from imperfections. Wire rope shall be furnished as sized below. 0003A) 4 Reels of Wire Rope; 1 1/8'' Diameter / 1500' Per Reel; 0004) Type IV, Miscellaneous, Class 3, Construction 2, 6 x 30, ExtraImproved Plow Steel, Flattened Strand, Right Lang Lay, Independent Wire Rope Core, Style G. Wire Rope shall have 1 core and 6 strands of 1 triangular shaped center of 6 wires, and 24 wires each, totaling 180 wires in the strands. Each strand shall have 1 triangular shaped center, 12 wires in the inner layer and 12 wires wires in the outer layer. Each triangular-shaped center shall have 6 round wires. Each pair of the wires shall be twisted together, then the 3 pairs twisted together so that the cross-section of the center is triangular. There may be filler wires in the center. Wires in the inner layer shall be 1 diameter. Wires in the center layer shall be 1 diameter. Wires in the outer layer shall be 1 diameter. Each strand shall be fabricated in either two or three operations and shall be furnished as sized in Line Items 0004A & 0004B. 0004A) 6 Reels of Wire Rope; 1 1/8'' Diameter / 1200' Per Reel; 0004B) 6 Reels of Wire Rope; 1 3/8'' Diameter / 420' Per Reel. These reels shall have a closed end swagged socket wound on the inside end of each reel, rather than the outside. d) Delivery shall be made FOB Destination to USACE, Vicksburg District, ATTN: CELMK-LM-S; 2449 Haining Road; Vicksburg, MS 39180 and shall be made within 45 calendar days after Notice of Receipt of Award by the contractor. e) All wire rope shall be furnished on non-returnable wooden reels. Woods used in the reels shall be pressure treated for rot resistance. Wire rope larger than one inch shall be furnished on reels which have a center hub of at least 3 1/2'' but not more than 4'' in diameter. The center hub of such reels shall be reinforced with metal bushings. Each reel shall show the contract number, cable size, cable length, type, and construction. All wire rope shall be furnished in the lengths specified. f) The FAR/DFARS Solicitations Provisions/Clauses included herein apply to this acquisition and are those in effect through Federal Acquisition Circular No. 90-37.
