Systems Division (NAWCTSD), in conjunction with the Royal Saudi Naval
Forces (RSNF) is considering procurement of a Naval Tactical Team
Trainer (NT3) through Foreign Military Sales (FMS) case. It is
envisioned that the NT3 will be a software intensive, networked,
Commercial-Off-The-Shelf (COTS), personal computer (PC) oriented
training system. The system shall consist of all equipment, software,
and interconnections necessary to provide multi-platform/multi-threat
coordinated battlegroup training at the team and individual operator
levels for selected ships and aircraft. Individual operator and team
training in procedures, tactics and warfare management, from individual
unit up to and including the battlegroup, will be provided to RSNF
personnel in the following warfare areas: Anti-Surface/Strike,
Anti-Submarine, Anti-Air, Electronic, and Mine Countermeasures. The NT3
will be designed to generically simulate current RSNF platforms through
a series of CIC, bridge and sonar mockups. The system initially
delivered may be a subset of the ultimate requirement with additional
training capacity added through a series of pre-planned product
improvement (P3I) options. The system architecture will be designed to
support the addition of future platforms, sensors and combat systems
of the general type initially modeled without system degradation.
Additionally, the NT3 will be compatible with the Distributed
Interactive Simulation (DIS) protocol standard. A complete Integrated
Logistics Support (ILS) package will be procured and delivered with the
system to include spare, repair and consumable parts, maintenance
tools, test and support equipment, technical and training
documentation, in-Kingdom training and Contractor Logistics Support
(CLS). The contractor will be required to prepare an existing RSNF
facility for installation of the system in the kingdom of Saudi Arabia.
As such, coordination with RSNF facility managers and indigenous
construction activities will be required. The draft NT3 system
specification is now available on the Simulation Acquisition Bulletin
Board (SABB), (407)381-8666, under library NT3, filename
''nt3spec.doc''. SABB point of contact for technical questions is Mark
Lambert, (407)384-5431. There is no account prequalification and the
transmission protocol requirements are 9600 baud, 8/N/1. Instructions
for the bulletin board are available on-line. All files are PC
compatible, users with other systems may have problems interpreting the
files but can download them if they wish. The draft specification will
also be accessible via the internet at homepage address
''http://www.ntsc.navy.mil'' (look under ''Request for Proposal'' for
the specification file). Additional draft documentation will be added
to the SABB and internet as it becomes available. Interested companies
should review this draft specification to obtain a better
understanding of all requirements. A hard copy draft will not be issued
at this time. Interested and qualified concerns are invited to submit
written responses to this notice by 20 June 1996. Electronic responses
should be sent to darlene_hostetter@ntsc.navy.mil. Responses should
include, as a minimum, the following information: 1) Narrative
description of proposed or currently developed PC based systems capable
of satisfying this requirement (include, if available, brochures, price
list, specification sheets, etc.); 2) Technical and Managerial
qualifications (experience, facilities, staffing, etc) to include
experience in naval surface warfare organization, tactics and systems;
3) Results of any recent Software Capability Evaluation (SCE) and/or
status with respect to the Software Engineering Institute (SEI)
Software Capability Maturity Model (CMM); 4) Past performance on
Government contracts of like or similar nature (if applicable); 5)
Whether your company intends to bid as a prime or subcontractor; 6) The
size or status of your company (based on SIC Code 3699 and the related
small business size standard of 750 employees); 7) Review comments
concerning the NT3 system specification are encouraged and should be
submitted to the above point of contact. This announcement does not
constitute a request for proposal, but is solely for the purpose of
planning by surveying the market for qualified sources interested in
the above potential requirement. No formal solicitation is available at
this time. The Government reserves the right to set this potential
procurement aside for small business or offer it to the 8(a) program.
