P.O.C.: Chris Evans (410) 962-4431. An Indefinite Delivery Type
Contract for A/E services, procured in accordance with PL 92-582
(Brooks A-E Act) and FAR Part 36, is required for various military,
civil works, and hazardous, toxic, and radioactive waste (HTRW) project
sites within the Baltimore District Corps of Engineers boundaries. The
services are required for geotechnical and environmental site
investigations and related engineering tasks. The contract will be
negotiated and awarded for a base year, with one option year extension.
The maximum award amount for this contract is $750,000.00 per year,
with $150,000.00 maximum per delivery order. 2. SUBCONTRACTING PLAN
REQUIREMENTS: If the selected firm is a large business concern, a
subcontracting plan with the final fee proposal will be required,
consistent with Section 806(b) of PL 100-180, PL 95-507, and 99-661. A
minimum of 25% of the total planned subcontracting dollars shall be
placed with small business concerns. At least 8 percent of total
planned subcontracting dollars shall be placed with small disadvantaged
businesses, including Historically Black Colleges and Universities or
Minority Institutions, and at least 5 percent with Women-Owned
Businesses (WOB). The plan is not required with this submittal. The
anticipated award date is on or about October 1996. 3. PROJECT
INFORMATION: The Architect-Engineer (A/E) firm shall perform
geotechnical and environmental site investigations and related
engineering services on project sites for the Baltimore District, U. S.
Army Corps of Engineers. The A/E shall perform geotechnical and
environmental site investigation work at specified military, civil
works, and/or hazardous, toxic, and radioactive waste (HTRW) project
sites within the geographic boundaries of the Baltimore District which
includes the states of Maryland, Pennsylvania, Delaware, West
Virginia, Virginia, New York, and New Jersey, and the District of
Columbia and to a lesser extent the states of Massachusetts, Rhode
Island, Connecticut, Vermont, New Hampshire, and Maine. 4. SELECTION
CRITERION: See Note 24 for general A/E selection process. The contract
will be focused on the performance of the following types of work: 1.
Preparation of Sampling and Analysis Plans, 2. Preparation of Site
Specific Safety and Health Plans, 3. Soil and Rock Drilling, 4. Soil
and Rock Sampling, 5. Test Pit Excavation, 6. Pavement and Structure
Drilling and Sampling, 7. Piezometer and Well Construction, 8.
Groundwater Monitoring and Sampling, 9. Aquifer Testing, 10.
In-SituGeotechnical Testing and Instrumentation, 11. Environmental
Field Screening and Testing, 12. Direct Push Technology Probing and
Sampling, 13. Off Shore Drilling and Vibrocoring, 14. Ground Surveying
in support of these tasks, 15. HTRW Site Specific Services in support
of these tasks (such as hazard monitoring, decontamination of
personnel and equipment, and management of IDW), 16. Site Access,
Clearance, and Restoration tasks, and 17. Submittal of Site
Investigation Drill Logs, Well As-builts and Records, Samples and
Sampling Records, Electronic Data Records, and Field Test Reports. Only
firms and their primary consultants having experience and qualified
personnel (to include 29 CFR1910.120 training and medical surveillance)
in geotechnical engineering, environmental engineering, industrial
hygiene (CIH required), chemistry, geology, hydrogeology, geotechnical
and environmental drilling, and land surveying should apply. In
addition, the selection criteria will include: 1. Past experience and
complexity of work in geotechnical and environmental site
investigations, 2. Past performance on contracts with Government
agencies and private sector in terms of quality control and meeting
established schedules, and 3. Past safety record in performing
geotechnical and environmental site investigations. 5. SUBMISSION
REQUIREMENTS: Architect/Engineer firms meeting the requirements
described in this announcement are invite to submit a SF 254 and SF255,
supplemental information requested should be furnished for prime, joint
venture(s) and/or consultants. Notwithstanding the statements to the
contrary in General Note 24 and Block 6 of the SF255, only SF254's
submitted with the SF255 will be considered in the evaluation.'' Be
advised that the Baltimore District does not maintain SF 254's at this
office. See Note 24 for general submission requirements. Send SF 254's
and SF 255's to Baltimore District Corps of Engineers, 10 S. Howard
St., Rm 7000, Baltimore, MD 21201-1715, no later than the close of
business on the 30th day after the date of this announcement. If the
30th day is a Saturday, Sunday or Federal Holiday, the dead-line is the
