CANADA: FISH INSPECTION FEES The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif. 96.126. 1. Member to Agreement notifying: Canada. If applicable, name of local government involved (Articles 3.2 and 7.2): 2. Agency responsible: Department of Fisheries and Oceans. Title, number of pages and language(s) of the notified document: Proposed Amendment to the Fish Inspection Regulations (pages 1086-1096). 6. Description of content: This amendment is a result of the Department of Fisheries and Oceans' (DFO) participation in the government-wide Programme Review and re-examination of how fish inspection services are provided. The intent is to implement cost recovery in conjunction with spending reductions in order to achieve budgetary objectives while retaining an effective Fish Inspection Programme. The development of this amendment was done under the guiding principles that it would set fees that reflect the effort required in delivering the service, be fair, simple to administer, and would include incentives to encourage compliance. Importers will also be required to maintain records of the date and destination of the first transfer of imported fish, complaints received and resulting actions taken, and evidence of adequate processing of canned and ready-to-eat fish. The requirement for the mandatory inspection of certain fish and the grading of canned salmon are revoked. 7. Objective and rationale: Prevention of deceptive practices. 8. Relevant documents: Canada Gazette, Part I, 13 April 1996. 9. Proposed date of adoption: Not stated. Proposed date of entry into force: N/A. 10. Final date for comments: 13 May 1996. (141)
