Park Service, Golden Gate National Recreation Area, San Francisco, CA
has identified a requirement to enter into a contract for services for
the operation and maintenance of the Government-owned Water Treatment
Plant located at the Presidio of San Francisco, Golden Gate NRA, San
Francisco, CA. The Government contemplates award of a contract for a
base period of 1-year with 4 1-year options exercisable at the sole
discretion of the Government. The work of this contract will consist of
the general operation, inspection, maintenance, and repair of the
Presidio Water Supply and Distribution system, sewage lift stations and
grease traps of the Presidio Wastewater Collection System, and some
parts of the Marin Headlands Water Supply and Distribution System.
MINIMUM evaluation criteria to qualify technical proposals are: (1)
must demonstrate successful operation of at least one (1) similarly
sized (1 mgd or larger) surface water supply and treatment and/or
wastewater collection and treatment system for at least one (1) year;
and (2) staff must possess required certificates/licenses (California
Grade 3 Water Operators Certificate). Significant evaluation criteria
to be used in evaluating qualified technical proposals submitted in
response to the RFP are as follows: (a) quality of management
capability including staffing, financial strength, technical resources,
example reports, location of management office, and emergency response
capability; (b) environment objectives relative to waste reduction,
energy efficiency, recoverable materials, innovative sustainable
approach to operations and maintenance, conservation program for water
treatment, distribution system maintenance and wastewater collection
system maintenance activities, understanding and commitment to mission
of National Park Service; and (c) experience with surface water
treatment plants and distribution systems in California and elsewhere
of similar size/complexity, experience with wastewater treatment and
collection systems operations in California and elsewhere of similar
size/complexity, compliance history relative to number of violations
per year per facility operated, demonstrated ability to respond to
emergency situations involving water main breaks, chemical spills, lift
station failure, release of materials into watersheds above surface
water treatment plant intakes, etc.., and compliance history related to
solid waste, hazardous waste and hazardous materials. To the fullest
extent possible the National Park Service welcomes and encourages the
participation of small business concerns, small disadvantaged business
concerns and women-owned and operated firms. Solicitation documents

NON-REFUNDABLE charge of $25.00 for the solicitation. Payment may ONLY
be made by money order or cashier's check payable to the National Park
Service. Requests for the solicitation MUST be submitted in writing to
the address contained herein. Subcontracting plans may be required
from all large business concerns with initial offers which will
identify percentage goals for using small, small disadvantaged and
