R -- ALCOHOL RESEARCH COLLECTION, ANALYSIS AND DISSEMINATION SOL AA-96-02. Due 072696. POC C Timothy Crilley, Contract Specialist, Roberta S Wilhelm, Contracting Officer, 301/443-1191. This proposed contract is 100% set-aside for small business concerns, under SIC Code 7375, with a size standard of $18 million. It is estimated that the release date of this request for proposal will be on or about June 3, 1996. The objective of this procurement is to assist the National Institute on Alcohol Abuse and Alcoholism (NIAAA) to collect, analyze and disseminate the results of alcohol research to professional and lay audiences. Offeror shall synthesize research findings for use in the development of a quarterly, peer-reviewed journal, a quarterly bulletin, and a variety of other technical publications for diverse audiences. The offeror shall also maintain an online database that involves cataloging, abstracting, and indexing the alcohol literature as well as maintaining and updating an extensive alcohol thesaurus. Other tasks include maintaining and updating the Institute's research library, planning and implementing a public education campaign, developing scientific exhibits, staffing and attending up to 20 professional conferences, providing general graphics support to NIAAA, warehousing and disseminating publications and maintaining and updating mailing lists. A mandatory requirement exists that the successful offeror must have or be willing to establish an office within 45 minutes commuting distance by car from the Willco Building, 6000 Executive Boulevard, Bethesda, Maryland. Offeror's failure to comply with this requirement will result in their proposal being deemed as non-responsive. The government contemplates awarding a five (5) year, cost-plus-fixed-fee contract as a result of this solicitation. The anticipated start date of the new contract is January 1, 1997. The incumbent contract was awarded as a small business set-aside to CSR, Incorporated, Washington, DC in an aggregate amount of $4,734,963. This amount does not include the costs for the warehousing option which hasn't been exercised to date. A charge of $15.00 is required to obtain a copy of this solicitation. Payment of the $15.00 should be made by a Postal Money Order, Certified Check or Cashiers Check made payable to the Treasury of the United States. Company issued checks are not acceptable. This charge is non-refundable, and will cover reproduction costs of this solicitation. Request for solicitation documents must be in writing, telephone requests will not be honored.
