Heshizer,404 /331-5109 Construction Contract for the proposed new United States Courthouse in Montgomery, Alabama. The General Services Administration (GSA) intends to award this Firm-Fixed Priced contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, cost or price and other factors specified in the solicitation, considered. The GSA intends to use the Source Selection method of procurement which will include a 2-step process of; first, prequalifying the prospective offerors based on a technical proposal with specific selection factors; and second, issuing a request for price proposal to the list of prequalified offerors. The GSA reserves the right to award the contract on the basis of the initial offers received, without discussions. For this contract, price will be more important than the technical selection factors. Prequalification will include certification by the contractor to agree to construct the project within the established range for the Estimated Cost of Construction at Award (ECCA). The range of ECCA for the project is $37,000,000 - $43,000,000 based on the project award date of September 30, 1996. Completion time for the project is 730 calendar days. Project Summary: The project consists of construction of a new United States Courthouse for Montgomery, Alabama. The project comprises a six (6) story building and a parking structure on a 1.9 hectares site enclosed by Church, Court, and Clayton Streets. The sites is adjacent to the existing Frank M. Johnson Federal Building and the work will include construction of a multilevel connector from the new Courthouse to the existing building. The new Courthouse of approximately 25 500 gross square meters contains 14 courtrooms with corresponding ancillary facilities, judges chambers, offices for the U.S. Marshals Service, office space for the U.S. Attorney, and other courts-related functions. Prequalification Evaluation Criteria: The following criteria represent the factors which will be used by GSA in prequalifying a competitive range of firms. GSA reserves the right to amend this list for the actual prequalification package. The factors in descending order of importance are: Experience in major construction projects; Past performance in major construction projects; Experience, past performance, and qualifications of key personnel; Organization, management, and technicaal approach. For the prequalification package, the information to be provided for each factor will be presented in more detail with each factors relative weight as part of the technical evaluation. Source Selection Procedures: Qualified firms expressing an interest in the project will be provided with, as part of the RFP, a project description and selected design drawings summarizing major aspects of the project. Firms wishing to offer must provide Phase I submissions that clearly address the rating factors identified above and described in greater detail in the RFP. Cost proposals are not required with the Phase I submission, but offerors must provide a statement certifying that they can construct the facility described in the narrative and drawings for the range of ECCA of $37-43 million. Offerors will also be asked to provide a letter certifying their bonding capacity as part of their proposal. A competitive range of the most highly qualified firms will then be prepared. Those firms will be notified; provided with a full set of Bid Documents; and asked to provide additional technical information and cost proposals for consideration under Phase II. Final selection will be made based on Source Selection procedures with price considered more important then the collective technical factors listed above. SB - SDB Participation: Although this procurement is open to large business, small and minority-owned firms are strongly encouraged to participate. The Government recognizes the talent existing in smaller firms and encourages their participation in the cosntruction of Federal facilities. Short-listed firms shall provide a brief written narrative of their outreach efforts to utilize small disadvantaged and small women-owned businesses on this project. An acceptable Subcontracting Plan shall be agreed upon prior to contract award to any large business. Large businesses shall be required to demonstrate a proactive effort to achieve the following minimum goals for all subcontracted work; Small Businesses (32%), Small Disadvantaged Businesses (6%), and Small Women-Owned Businesses (3%). How to Offer: Potential offers having the capabilities to perform the services described herein are invited to respond by submitting a one page letter on your company letterhead stating your interest in the project. Interested firms should send a letter of interest to the office and address listed below no later than 3:00p.m. on June 24, 1996. Phase I submittals are to be received no later than 3:00 p.m. on July 26, 1996. Only technical submittals, along with the statment regarding the ECCA and bonding capacity described above, should be submitted. Price proposals will not be considered until the second stage of the source selection process. All submittals must clearly indicate the solicitation number on the face of the envelope. Late submittals will be handled in accordance with FAR 52.215-10. A follow-up listing of firms within the competitive range will be synopsized. A pre-proposal conference will be held on July 7, 1996, at 10:00 AM in the existing Frank M. Johnson Federal Building on 15 Lee Street in downtown Montgomery, Alabama.
