Reconnaissance/Intelligence Ground Systems (R/IGS) Products and
Services Program (RPS). SOURCES SOUGHT SYNOPSIS for the acquisition of
the Reconnaissance and Intelligence Products and Services. All
inquiries shall be directed to Ms. Diane O'Neil, Contract Negotiator,

The following additions are made Sources Sought synopsis published in
the CBD on 11 and 30 April 1996: Incremental release of RFP on the
Hanscom Electronic Bulletin Board (HERBB) will start on or about 24 May
1996. It can be reached by calling 508-377-1487 and RPS World Wide Web
Home Page at www.hanscom.af.mil then select HERBB and look for RPS. A
MODEM and commercially available communications software are all that
is needed to access HERBB. Industry is encouraged to provide comments
to the RFP as it is developed. It is the program office's intent to
update the RFP weeky, incorporating industry and government comments.
Industry comments on the draft RFP will be accepted via HERBB until on
or about 25 June 1996. The date for final comments from industry will
be posted on the HERBB. Hard copies shall be available at Phillips
Laboratory Library, Hanscom AFB, MA on or about 10 June 1996.
Procedures for using the library may be obtained from Lt Kevin Massie
at (617) 271-8047. Telephone requests for the solicitation will not be
honored. This synopsis is for planning purposes only, and does not
constitute an IFB or a RFP nor does its issuance restrict the
Government as to the ultimate acquisition approach. The Government does
not intend to award a contract on the basis of this notice, or to
otherwise pay for any information solicited. Anticipated RFP release
date is 12 July 1996 and anticipated award is 15 November 1996.
Estimated period of performance is 5 years. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate offeror concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the sources concern. The Ombudsman does not
participate in the evaluation of the proposals or in the source
selection process. Interested parties are invited to call Philip
Panzarella at (617) 377-5498. The Ombudsman should only be contacted
with issues or problems previously brought to the attention of the
program manager and/or the contracting officer which could not be
satisfactorily resolved, or issues that require confidentiality.
