The National Institute of Standards and Technology (NIST) has a
requirement for one CONE CALORIMETER for use at its Gaithersburg, MD
facility. This equipment shall meet ASTM E1354 performance
requirements. It shall include CO and CO2 gas analyzers with multiple
ranges. The following specifications shall be met: measure heat release
from air to 10 percent oxygen concentration (volume), and its base line
heat release rate fluctuation shall be less than plus or minus 2.5 kW/m
squared; an exhaust fan shall be included, with variable speed to
adjust flow rate; container system for lower oxygen concentration tests
shall be easily removed for tests in air; minimum 3 removable windows
surrounding the cone calorimeter; simplified manual testing without use
of a computer, and can test using a computer to take all necessary data
with real time data plot of heat release rate showing data analysis;
source computer code for the data analysis shall be provided, with a
thorough description of the code's structure and operation. Contractor
shall install the cone calorimeter and provide an operating manual &
1 day on-site training. Offerors must provide with their proposals a
system schematic drawing that shows how to test at oxygen
concentrations below 21.9%, and how to maintain the baseline
fluctuation of heat release rate within the required plus or minus 2.5
kW/m squared. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL
ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING
REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation, No. 52SBNB6C9125 is a Request for Proposal (RFP). The
solicitation document and incorporated provisions & clauses are those
in effect through Federal Acquisition Circular 33. The associated
Standard Industrial Code (SIC) for this procurement is 3821, and the
small business size standard is 500 employees. Contract line item
number (CLIN) 0001 is one(1) Cone Calorimeter; CLIN 0002 is one(1)
extra Cone Heater Element; CLIN 0003 is Installation; CLIN 0004 is
one(1) day on-site training; CLIN 0005 is a 12-month warranty,
including parts and labor. Delivery is required within 90 days after
contract award, FOB Destination to NIST, Building 301, RECEIVING,
Gaithersburg, MD 20899-0001. The following FAR provisions apply to this
solicitation; 52.212-1, Evaluation-Instructions to Offerors-
Commercial; 52.212-2. Evaluation- Commercial Items. Evaluation criteria
to be included in paragraph (a) of provision 52.212-2 are as follow:
(i) technical capability of the item offered to meet the Government
requirements; (ii) past performance; (iii) price; in descending order
of importance. Technical and past performance, when combined, are
significantly more important than price. All offerors are to include
with their offers a completed copy of provision 52.212-3, Offeror
Representations and Certifications- Commercial Items (available upon
request). The following FAR clause applies to this acquisition:
