intends to issue an order under Basic Ordering Agreement
N00019-95-G-0197 with General Atomics - Aeronautical Systems Inc.
(GA-ASI) for the supplies and services necessary to provide on-going
Predator Medium Altitude Endurance Unmanned Aerial Vehicle (MAE UAV)
field and operational support. This requirement includes field services
support (training, field technical services and field exercise
support), engineering support (data collection, engineering services
and flight test support), and spares and repair parts support for
flight training, flight operations, and flight demonstrations. GA-ASI
is the sole designer and developer of the Predator MAE UAV, and as such
is the only source with the technical expertise and data required to
meet the Government's needs in the required time frame. The statutory
authority for this procurement is Title 10 U.S.C. 2304 (c)(1) as
implemented by FAR 6.302-1, only one responsible source. See note No.
