R -- WILDERNESS CADASTRAL SURVEYS SOL SOL R6-20-96-21RD DUE 060696 POC Contact Point, Contracting Department, Paulene - 541/883-6739 or Denise - 541/883-6804 Request for SF-254 and SF-255 for Wilderness Boundary Surveys - Fourmile and cold Springs Areas on the Winema National Forest, Klamath Falls, Oregon. The projects consist of establishing the Wilderness Boundaries at various locations in the Sky Lakes Wilderness Area. Work involves traversing, leveling, corner search, monumentations, and marking along the determined line. Metes and Bounds surveys will be required to accomplish the establishment of these boundaries. The general location of the projects are along the Cascade Mountain Range and the Fourmile Lake Area. Work is anticipated to start July 1, 1996 and be completed in 120 days. The evaluation criteria, listed in descending order of importance are: (1) Experience and qualifications of the firm; (2) Experience and qualifications of the Professional(s) assigned to this project (both office and field work); (3) Soundness of Technical Approach - specific methods and techniques, and production estimates for accomplishing the project; (4) Direct supervision on the project - the amount of the Professional(s) time on the project dedicated to each item of work in relationship to the amount of total crew time for the item; (5) Specialized Criteria - Experience of the Professional Land Surveyor(s) assigned to the previous project, within the last 10 years, with (a) Past experience completing previous Wilderness Boundary contracts satisfactorily; (b) Surveying fractional sections and metes and bounds; (c) Evaluating local corners and perpetuations in the Wilderness area. Afterapplication of the above criteria, the following criteria (prescribed by Forest Service Acquisition Regulations 4G36.602-1(a) may be applied; (6) Location in the general geographic area of the project and knowledge of the locality of the project (provided that application of this criterion leaves an appropriate number of qualified firms). (7) The volume of work previously awarded by the Forest Service will be evaluated with the objective of effecting an equitable distribution of the contracts among qualified A & E firms, including minority firms, that have not had prior Forest Service experience. (8) Subcontracting with certified 8(a) or other small disadvantaged businesses (that is, potential contractors who are subcontracting, or will subcontract, with certified 8(a) or other small disadvantaged businesses). Continue to give these businesses preference until units have met their small business goals (GAO B-223059, B-223243). Standard form 254, Architect-Engineer and Related Services Questionnaire (general information concerning the firm's qualifications) and Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project (detailed information concerning qualifications specific to the work listed above) are required to be submitted. Firms having a current SF-254 on file need not resubmit this form; however, firms must submit an SF-255 to be considered. Responses are due 4:30 P.M. local time, June 6, 1996.
