The Contractor must have experience or capacity to obtain expertise on: 1) counseling and educating beneficiaries about the Medicare program (through in-person discussions, mailings, information seminars, telephone inquiries, and media interventions); 2) conducting outreach designed to generate interest in open enrollment (through alliance building with senior community groups, public service announcements, and promotional materials); and 3) actually enrolling Medicare, Medicaid or other publicly sponsored beneficiaries into managed care plans (through electronic communication that interfaces with HCFA's Group Health Plan System's data bases or similar types of data bases). Proposals are due within thirty (30) calendar days from date of publication of this synopsis. Requests for the solicitation document should be submitted to the address above and refer to RFP-HCFA-96-016/EE. Requests may be faxed to the Contract Specialist at (410) 786-9088. Those offerors the Government determines to successfully meet HCFA's requirements in the areas of past performance, staffing, key personnel, workplan and schedule, will be invited to brief HCFA in an oral presentation. A maximum of two hours will be allowed for each offeror to display their understanding of the scope of work and proposed approach to carry out the scope of work tasks. (0142)
