Edwards, Contracting Officer, 410/786-1607. The Health Care Financing
Administration has a requirement for a contractor to conduct an open
enrollment/beneficiary information project for Medicare beneficiaries
in one geographic area, with options to add up to two additional
geographic areas at a later date. Projects in each site will operate
for three years. Open enrollment is a major component of a competitive
pricing demonstration designed to introduce market economic forces
into Medicare's method of paying managed care plans. This project will
provide information to beneficiaries who may select from among fee for
service, managed care, and supplemental insurance otions. The
contractor must 1) educate and inform Medicare beneficiaries about
their health options; 2) conduct outreach activities and encourage
Medicare beneficiaries to receive the education and information; and 3)
act as the enrollment contact for Medicare beneficiaries who elect
managed care. The specific geographic area where the open enrollment
demonstration will occur (and possibly two additional sites if the
options are exercised) has not been announced but will consist of a
metropolitan statistical area containing approximately 325,000 Medicare
beneficiaries. The Contractor must have experience or capacity to
obtain expertise on: 1) counseling and educating beneficiaries about
the Medicare program (through in-person discussions, mailings,
information seminars, telephone inquiries, and media interventions); 2)
conducting outreach designed to generate interest in open enrollment
(through alliance building with senior community groups, public service
announcements, and promotional materials); and 3) actually enrolling
Medicare, Medicaid or other publicly sponsored beneficiaries into
managed care plans (through electronic communication that interfaces
with HCFA's Group Health Plan System's data bases or similar types of
data bases). Proposals are due within thirty (30) calendar days from
date of publication of this synopsis. Requests for the solicitation

(410) 786-9088. Those offerors the Government determines to
successfully meet HCFA's requirements in the areas of past performance,
staffing, key personnel, workplan and schedule, will be invited to
brief HCFA in an oral presentation. A maximum of two hours will be
allowed for each offeror to display their understanding of the scope of
work and proposed approach to carry out the scope of work tasks.
