17 -- MODIFICATION KITS FOR TEST STANDS USED TO TEST NAVY COMBAT EDGE (NCE) OXYGEN BREATHING REGULATORS. SOL N68335-96-R-0157 DUE 071096 POC Ms. K.R. Kiley Code 2132KK, (908) 323-5197. Buyer/Contracting Officer is F. Hufnell. This acquisition is for Modification Kits for existing Test Stands. The Navy has existing Test Stands, Models 1172AS100 and 1316AS100 currently being used to test the Navy Combat Edge (NCE) Oxygen Breathing Regulators. The Navy requires 120 Modification Kits (P/N F431-1335-5) to modify the Test Stands to meet flow measurement and positive pressure requirements. The major components of the Kits are: flow elements, pressure gages, selector valves, needle valves and miscellaneous fittings, nameplates and tubing. Carleton Technologies is the sole designer and manufacturer of the NCE Regulator and Modification Kits. This acquisition is for Kits which the Government does not own specifications or drawings to permit full and open competition. The Government intends to procure this data under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Carleton Technologies, as the designer, developer and sole manufacturer of the items, is the only known source with the knowledge and experience necessary for the items required. Firms that recognize and produce the required items are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. See Numbered Note(s): 22. (0143)
