GP24-L/Contracting Officer This notice is a combined Synopsis/RFQ for
commercial items prepared in accordance with FAR Subpart 12.6 as a
supplement with additional information included in this notice -- This
notice serves as the only solicitation; quotes are being requested and
a written solicitation will not be issued -- This notice is being
issued as a Request for Quotes (RFQ) for an atomic force microscope
consisting of the following: Item 1: Atomic force microscope, ARIS 3500
or equal, with the ''all-mode head'' system, including ARIS 310 AFM
head or equal, control electronics unit, true image control/processing
software, sampling kit, instruction manual, ADA-3100-1 data
acquisition card, 100 mhz Pentium with 1 gig hd, 16 mb memory and super
vga monitor -- Shall meet the following salient characteristics:
longest scan range possible (70 microns or greater) with corresponding
XY resolution less than 5.0 nanometers; greatest height measurement
range possible (9 microns or greater) with corresponding Z resolution
of less than 1.0 nanometer; accommodate sample sizes 1 cm in diameter
or greater and 1 cm in height or greater; manual micrometer XY
positioning stage with X and Y travel ranges as great as the diameter
of the sample and an XY resolution of 1.0 micron or less; system to
operate to specification on normal table top in ambient conditions;
capable of measuring solid or firm material, conducting and
nonconducting; sharpened silicon probe sensors, a minimum of 5 mounted
and 15 unmounted; system to include all data and image processing
capability to record measurements, and to produce and record to disk
the resulting data and topographic images; menu driven, windows based
interface with system for ease of use -- Quantity 1 each -- Item (2)
Fixed power microscope, ARIS 3361 or equal -- Shall meet the following
salient characteristics: for use with item 1; optical microscope for
alignment of sample to probe tip and for alignment of laser to
cantilever probe sensor, 60X or greater magnification -- Quantity 1
each -- Item (3) Five micron interchangeable scan module, ARIS 3005 or
equal -- Shall meet the following salient characteristics: for use
with item 1; smallest possible XY resolution (0.2 nanometers or less)
with corresponding scan range of 5 microns or greater; smallest
possible Z resolution (0.01 nanometers or less) with corresponding
height measurement range of one micron or greater -- Quantity 1 each --
No variation in quantity -- This procurement is being conducted under
the Simplified Acquisition Threshold (SAT) portion of the Federal
Acquisition Streamlining Act (FASA) -- The provisions and clauses in
the RFQ are those in effect through FAC 90-37 -- This procurement is a
total small business set- aside -- Delivery to MSFC (FOB Destination)
is required within 30 days ARO -- No partial delivery -- Quoters shall
provide the information required by FAR 52.212-1 -- The quoter shall
complete FAR 52.212-3 and submit it as part of their quote -- FAR
52.212-4 and 52.212-5 are applicable with the exception of
52.212-5(b)(1)-(5), (11)-(16), and (c) -- The quoter shall state in
their quote their size status for this procurement as well as whether
they are minority or woman-owned -- The SIC code and the size standard
for this procurement are 3827 and 500 employees respectively -- If
other than the brand name identified is quoted, then the quoter shall
indicate the manufacturer, brand, and model/part number quoted and
provide a description in sufficient detail to show that the product
quoted meets the brand name identified-- The quoter shall provide a
description (including manufacturer, brand, and model no.) in
sufficient detail to show that the product quoted meets the
specifications included in this notice -- If the end product(s) quoted
is other than domestic end product(s) as defined in the clause
entitled ''Buy American Act -- Supplies,'' the quoter shall so state
and shall list the country of origin -- The quoter shall identify place
of performance in their quote -- The DPAS rating for this procurement
is DO-C9 -- Questions regarding this acquisition must be submitted in
writing no later than 5/29/96 -- Companies shall notify this office of
their intent to submit a quote -- Transmission by facsimile to
205-544-9080 or by Internet e- mail to patsy.hoffman@msfc.nasa.gov is
acceptable -- Quotations (including FAR 52.212-3, Representations and
Certifications which may be obtained via the internet at

the address specified above to the attention of Patsy Hoffman/GP24-I
-- Selection and award will be made on an aggregate basis to the lowest
priced, technically acceptable quoter -- Technical acceptability will
be determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement -- FAR 52.204-4 applies -- The period of
time expected for the Contracting Officer to solicit/evaluate vendor
quotes and issue the purchase order will be approximately 45 days from
publication of this notice in the CBD -- An ombudsman has been
appointed to hear concerns from quoters, potential quoters, and
contractors during the preaward and postaward phases of this
acquisition -- The purpose of the ombudsman is not to diminish the
authority of the contracting officer or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them -- When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern -- The ombudsman does
not participate in the evaluation of quotes, the source selection
process, or the adjudication of formal contract disputes -- Interested
parties are invited to call the installation ombudsman, Susan M. Smith
at 205-544-0012 -- Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
NASA ombudsman, Thomas S. Luedtke at 202-358-2090 -- Before consulting
with any ombudsman, interested parties must try to resolve their
concerns with the contract specialist or the contracting officer -- DO
