20310-5200 70 -- REVISION OF THE ACTUARIAL VALUATION OF THE MILITARY RETIREMENT

Specialist, (703) 695-9422 Due to budget constraints upon the original
request THE FOLLOWING REQUIREMENT IS RE-SYNOPSIZED. The Defense Supply
Service-Washington, in support of the Office of the Secretary of
Defense has a requirement for Revision of Actuarial Valuation of the
Military Retirement System - The current actuarial projection model
used to perform the annual valuation of the Military retirement system
will be rewritten, incorporating most of the attributes of the current
model. The model is used to calculate the normal costs and unfunded
liabilities using the Aggregate Entry Age Normal funding method and to
generate long-term projections of military retired pay and active pay
under various assumptions. The current model was written in FORTRAN in
1979 and runs on an IBM mainfram computer. Although the results are
considered accurate, the model is extremely difficult to maintain or to
modify when benefit changes occur. Because documentation is minimal,
the model is difficult and time-consuming to learn. The project
includes: (1) Redesign of the model with appropriate documentation. (2)
Selection of the operating system, with the sponsor's approval. (3)
Analysis of, improvements in, and additions to the model's several
decrement rates and parameters. (4) Actuarial output based on both the
Aggregate Enntry Age Normal and Projected Unit Credit Funding methods.
(5) Development of the capability to perform actuarial gain/loss
analysis by source. (6) Training of the actuarial staff in the
redesigned model's use. The project requires familiarity with the laws
and regulations regarding military retirement, extensive programming
experience and actuarial expertise. The performance period of this
project will be 12 months from the date of the contract award.
