99 -- DEPLOYABLE CHEMICAL ANALYSIS LABORATORY SOL F41622-96-R-0040 POC Juan A. Villarreal, Contracting Officer, 210-536-6224. Brooks AFB TX Operational Contracting requires a fully transportable, rapid-response. independently deployable Chemical Analysis Laboratory. The Chemical Analysis Laboratory must be housed in a standard-size 40 foot long ISO container. Container must incorporate appropriate connections to mate with all standard modes of transportation, e.g. airplane, truck, or rail. A 3 foot wide entrance with lockable door must be located within the ISO container's full-width doors. Laboratory walls, floor and roof must be hardened to protect against the shock and vibration encountered during air, land, and sea transportation. The sensitive analytical equipment must be shock and vibration mounted on chemical resistant benches. Benches must be shock and vibration mounted as well to provide a second level of isolation for the analytical equipment. The Laboratory itself must incorporate vibration isolation for all onboard mechanical equipment to provide a third level of isolation for the equipment. The mounting of the analytical equipment in the Laboratory must be designed so the Laboratory can be transported with minimal equipment dismantling. The Chemical Analysis Laboratory must be equipped with cabinets and benches to support laboratory operations. Cabinets and benches must be of non-combustible materials. Flooring and wall covering must be of chemical resistant material. Wall covering must be of fire retarten material. All ductwork must be insulated to minimize noise. Laboratory must filter all incoming air through High Efficiency Particulate Air and carbon filters, and over pressurization to ensure that all leakage is from the interior of the Laboratory to the outside. Laboratory design must also have some type of ballistic protection to protect against conventional small arms fire. Laboratory must must carry its own onboard electrical generator system. The generator must be removable and connected outside upon reaching the project site. The Laboratory must be designed to accept power from external sources as well as its own generator. Electrical power must be filtered (frequency and voltage stabilized) to provide a stable source of electrical power. An uninteruptable power source must be provided. The Chemical Analysis Laboratory must be equiped with full communication capabilities, including satellite link-up and a STU-II telephone for secure communications. The Laboratory must have an onboard heating, ventilation and air conditioning (HVAC) system temperature and humidity within close tolerances over a wide range of outside conditions (-20 to +120 degrees F). Interior temperatures must be maintained between 68 - 74 degrees F +/- 3 degrees F over this range. The Chemical Analysis Laboratory must accept analytical equipment to perform all required chemical analyses. This includes a Purge and Trap Gass Chromatograph/Mass Spectrophotometer (GC/MS), GC/MS, Inductively Coupled Plasma (ICP) Spectrometer. Infared Spectrophotometer (IR), sample preparation equipment, and suppory computers. The Laboratory must be equiped with a full-face (6 foot minimum openning width) chemical fume hood for sample handlinf and preparation. Benches and support platforms for analytical equipment will be designed for easy and rapid interchangeability ofinstrumentation. This ''plug-n-play'' system will provide all electrical, gas, waste drains, cooling lines and/or other connections required for full operation. A Laboratory Information Management System must be included in the hardware provided with the laboratory. This system will be capable of communication with the specified instrumentation, collection of data, calculation of results, and production of data packages in accordance with mandated guidelines. Offerors must provide a heating and cooling balance in accordance with ASHRAE standards to size the HVAC system. The analysis shall consider heat loads from the analytical equipment as well as external temperature conditions. Offerors shall provide a one-line electrical diagram to size the electrical generator and distribution system. This analysis shall include power requirements during HVAC system start-up and maximum consumption by onboard equipment. The laboratory must have the ability to be transported easily via an independent mobilizing system allowing the laboratory to be towed or pulled up to 60 MPH on conventional highways without specialized towing equipment. Offerors must provide references for three transportable chemical analysis laboratories, similar to the Chemical Analysis Laboratory specified in this announcement, that the offeror has designed and built.
