Oceanographic and Atmospheric Administration (NOAA) is collaborating
with other environmental research laboratory organizations to develop
a real-time water vapor monitoring system using Global Positioning
System (GPS) and requires continuation of GPS training and data
processing services using GAMIT software. Requirements are: to perform
research on prediction of PGS precise orbits; reduce global and
regional tracking data retrieval times and implement a real-time
precipitable water (PW) system capability. Interested sources proposing
to supply equivalent services must submit a written qualifications
statement clearly establishing capability to meet the above
requirements within 15 days from the date of this synopsis. Scripps
Institution of Oceanography, La Jolla, CA is considered the only known
qualified source to supply the required services. In the absence of
other qualified sources, it is the intent of the Government to award a
sole source contract on the authority of 41 U.S.C. 253 (c)(1) to
Scripps as this source is considered to be the only responsible source
and no other type of supplies or services will satisfy agency
