CONTRACT INFORMATION: This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for that part of the work it intends to subcontract. The subcontracting goals for this contract are a minimum of 60.3% of the contractor's intended subcontract amount be placed with small businesses, 9.8% of that to small, disadvantaged businesses, and 2.9% to woman-owned businesses. The subcontracting plan is not required with this submittal. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. Contract award is anticipated for Aug 96. 2. PROJECT INFORMATION: Design construction documents for the renovation and addition to Ben Eielson Junior/Senior High School in Fairbanks, Alaska. The school will be transferred to the Fairbanks North Star Borough School District (FNSBSD) property inventory. To complete this transfer the school requires renovation in order to comply with current building codes and FNSBSD specifications. General renovation of the school includes but is not limited to mechanical and electrical upgrades, asbestos and lead-based paint abatement, handicap access, structural analysis and upgrades, roof repairs, reconfiguration of playground and parking areas, reconfiguration of existing building spaces, and energy and thermal standard upgrades. Currently 6 portable classrooms are attached to the school. They are at the end of their useful service and are in violation of building codes. These portables shall be removed and a new 9,890 SF of space added to the school. The new space will house 6 classrooms, an orchestra room, a weight room, and storage. The designer shall prepare the education specifications for the school renovation/addition. The education specifications shall be prepared using a school administration/designer focus group concept to be facilitated by the designer. A member of the design team shall be an education specialist with a background in kindergarten through 12th grade education and experience as a facilitator and education specification writer.--LOCATION: Eielson AFB, Alaska. 3. SELECTION CRITERIA: The following selection criteria headings are listed in descending order of importance (weighted equally): (A) professional personnel in the following disciplines: (1) minimum in-house requirement is an architect with 5 years experience; (2) disciplines which may be subcontracted: education specification writer, mechanical, electrical, civil, structural, cost estimator, and hazardous materials. Responding firms MUST address each discipline, clearly indicate which shall be subcontracted, and MUST provide a separate SF254 and SF255 for each subcontractor necessary. The contractor shall employ, for the purpose of performing that portion of the contract work in the State of Alaska, individuals who are residents of the State, and who, in the case of any craft or trade, possess or would be able to acquire promptly the necessary skills to perform the contract. (B) specialized experience and technical competence in: (1) the design of building renovation and addition projects, (2) experience in the writing junior and senior high school education specifications, and (3) thermal envelope analysis and retrofit experience, and experience in school design; and (4) experience in school design; (C) capacity to maintain schedules; (D) past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with schedules; (E) location of the firm in general geographical area of the projects and knowledge of locality; (F) volume of DOD contract awards in the last 12 months as described in Note 24; and (G) extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. 4. SUBMISSION REQUIREMENTS: Firms must submit an SF 254 and SF 255 (1 copy only) and should include: (1) organization of proposed project team, (2) responsibilities and authority of key project personnel, (3) relationship of project team to overall organization of the firm, (4) a quality control plan, and (5) in block 8c of the SF 255 include a POC and phone number. The 11/92 edition of the forms MUST be used, and may be obtained from the Government Printing Office, by calling the administrative contact named above, or from commercial software suppliers fro use with personal computers and laser printers. Submittals must be received at the address indicated above not later than COB (4:00 pm Alaska time) on the 30th day from the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day.
